The rumors that have been circulating recently about a change of power in Zelenodolsk were confirmed yesterday: the head of the city and district, 38 Sergey Batin leaves his post, where he managed to work for only two and a half years. As sources told the BUSINESS Online newspaper, Batin is leaving for the Federation Council - to fill a seat that became vacant after leaving Exama Gubaidullina for the post of Chairman of the Central Election Commission of the Republic of Tatarstan. Sergei Leonidovich himself, in a telephone conversation with our correspondent, refrained from making any comments on this matter, citing the lack of official decisions. But he did not categorically refute anything.

As expected, the first of them will be adopted today by deputies of the local council - the deputies will accept the resignation of the head and decide on the issue of new city leaders. Most likely, a 39-year-old will be appointed to the post of head (for now in an acting capacity) Alexander Tygin, currently holding the position of Deputy General Director of the Ak Bars holding.

A decision will also be made on the position of the head of the district executive committee, which became vacant after the recent resignation of Rustam Garifullin for the post of Deputy Minister of Youth Affairs. As sources familiar with the situation told the BUSINESS Online newspaper, the most likely candidate for this post is a 39-year-old Alexey Soloviev, Chairman of the Council of the local public movement “Zelenodolsk - Volga Venice”. Previously, he had already held the post of deputy chairman of the city executive committee, but with the arrival of Batin he became one of the leaders of the local opposition, and the most irreconcilable in relation to the head. Soloviev and several other like-minded people have repeatedly demanded not only the resignation of the head, but also his criminal prosecution. In principle, according to local observers, it was these long-term efforts that ultimately led to Batin's resignation.

FANTASTIC CAREER

By the age of 38, Batin has probably had the most breathtaking career imaginable. He began his rise up the career ladder in Naberezhnye Chelny - at OJSC KamPRZ, one of the structural enterprises of KAMAZ. In 1999, he became the head of the social services bureau, and in 2003, the director of social development. At that time it was the youngest management team at the auto giant, if not in the entire republic. Suffice it to say that Damir Karimullin became the general director of KamPRZ at the age of 36, and Batin became the director of social development at the age of 29.

The team turned out to be effective, at least it was noticed. In 2004, Karimullin headed the KMPO and took Batin with him to Kazan. He first becomes director for economic security, everyday life and social development, and since 2007 - deputy general director of OJSC KMPO - director for personnel and social development.

Already in the same 2007, Batin made another breakthrough. Being little known in the republic, he unexpectedly headed the Aircraft Manufacturing District of Kazan. It was rumored that the same Karimullin then played a key role in this appointment. Nevertheless, Batin fits well into the team Ilsura Metshina.

Just three years later, Batin is promoted again, and now - in 2010 - he is trusted to lead Zelenodolsk. In addition to diverse experience, nationality also played a role - it is not so easy to find (from the current crop) an effective person with a Russian surname for the post of head of the city.

Batin now has to form his own team. Among those invited to work were, for example, Rustam Garifullin, who for many years headed the youth affairs department in the motor city, and in Zelenodolsk became the head of the executive committee.

And now there’s another rise, now to the senator’s chair. Let us note that for a vacant seat in the Federation Council (Tatarstan is represented there by two senators), a candidate must be proposed by the President of the Republic of Tatarstan. In September of this year, after Gubaidullin left for the Central Election Commission of the Republic of Tatarstan, it has been empty for almost three months. Let us remind you that the second senator from Tatarstan is Vagiz Mingazov. At first glance, Batin's appointment as a senator may seem strange. After all, as a rule, patriarchs of Tatarstan politics of the older generation were appointed to this post - for example, the former Minister of Economy and Industry of the Republic of Tatarstan Alexey Pakhomov or the same Gubaidullin, who worked for many years as the chief of staff of the President of the Republic of Tatarstan.

However, observers explain Batin’s rush to the Federation Council by three factors. First, the Kazan Kremlin takes into account the need for balance: as a rule, one of the senators from Tatarstan, according to an unwritten rule, must be Russian. Secondly, in a short time Batin managed to prove himself as a good lobbyist. Thirdly, according to our sources, Sergei Leonidovich himself made serious efforts to go to work in Moscow - according to rumors, he was applying, for example, for a post in Sobyanin’s team. But the upcoming appointment, if it takes place, will, of course, exceed all imaginable expectations... Formally, Batin will immediately register himself not only in the Tatarstan elite, but also in the Russian one. One gets the feeling that someone (invisible but influential) is guiding him up the career ladder.

Let us note that literally in the last month, Batin experienced another harsh attack by the local opposition, which initiated an investigation by the prosecutor’s office into the facts of the head’s concealment of property, as well as participation in business, despite the status of an official. Moreover, things got to the point that information about this appeared in the Kazan media, and a paper about Batin’s violations was placed on the president’s desk. However, according to the BUSINESS Online newspaper, Batin, citing the inaccuracy of the data received by the prosecutor's office, managed to get his declaration re-verified by attending an appointment with Kafil Amirov. In general, Batin’s complex relationship with the Zelenodolsk opposition is a separate big issue. Perhaps, in no other city in the republic does the head of the city have such a tough opposition, consisting not of marginalized people, but of quite successful entrepreneurs, moreover, represented in the local city council.

As for Batin’s inheritance, Zelenodolsk can add a lot to its assets. Thus, at the end of 2011, the city’s GRP jumped up: last year it amounted to 23 billion rubles, which is 30% more than in 2010. Enterprises located in the area increased their turnover - from the plant named after. Gorky and to the Zelenodolsk dairy plant.

Under Batin, new players in the retail market came to the city: “Essen” of a State Council deputy Leonid Baryshev, small wholesale store "Pyaterochka Maxi". On Internet conferences BUSINESS Online Batin stated that these steps had a significant impact on the cost of the consumer basket: it decreased by 10 percent. It was planned that Thunder would build a distribution center for its Magnit stores, negotiations are in the final stage, and the Sviyazhsk interregional multimodal logo center is already operating. Both of these projects bring the city to the level of the center of the transport and logistics system for the transportation of goods in the Volga region. The New Tura technopolis and the M7 industrial park have opened. All these projects are carried out on the initiative of the leadership of Tatarstan, but the role of the head of the district here as a kind of curator and responsible person is also important. Among the key problems of the city is insufficiently high wages, due to which, according to some estimates, about 25 thousand Zelenodolsk residents go to work in Kazan every day.

RETURN TO ZELENODOLSK

Let us note that Zelenodolsk is one of the record holders in the Republic of Tatarstan in terms of the frequency of changes in top officials. Before Batin, from 2004 to 2009, he was the head Gennady Emelyanov, who replaced in this position Ravilya Zinatullina, who led the city for the previous five years. After Emelyanov left for the post of Minister of Transport (he worked there for only a year and moved to the post of head of Yelabuga), the city was headed by Radik Khasanov, who previously headed one of the key enterprises of Zelenodolsk - the plant named after. Sergo (“POZiS”). However, he did not work for long - only a year, he returned to his enterprise, ceding the post of head to Batin.

And now in Zelenodolsk they are waiting for a new head. The expected arrival of Tygin is no less a sensation than the resignation of the current head. The general public knows little about Tygin, one might say almost nothing. However, it is worth telling more about his career.

In the 90s, Tygin worked in Naberezhnye Chelny in the structures of the Ministry of Internal Affairs, in particular, in the department for combating organized crime, where he held the position of deputy chief. It is known that he was involved, in particular, in the development of the OPS “29 complex”. In the early 2000s, he moved to Kazan and became the chief of the OM police at the Ministry of Internal Affairs of the Republic of Tatarstan at energy facilities. This was the period when the team came to Tatenergo Ilshata Fardieva and began to actively fight theft at energy facilities, in which Tygin played an important role.

However, the latter soon interrupted his police career and, unexpectedly for many, moved to the administration of Zelenodolsk, which was headed by Emelyanov in 2004. Moreover, Tygin eventually began to play a key role here, becoming Emelyanov’s right hand - the head of the executive committee, and proved himself to be a talented city manager.

Rumor has it that a certain role in this close connection was played by the fact that both Emelyanov and Tygin are Kryashens (a Christian enclave within the Tatars), and Emelyanov is considered in the republic one of the most influential representatives of their community in the Republic of Tatarstan. It is interesting that after Emelyanov left for the post of Minister of Transport in 2009, Tygin also left with him, taking the position of deputy minister there. However, Emelyanov worked in the Ministry of Transport for only a year and ended up as the head of Yelabuga. And their paths with Tygin diverged (although, according to our data, they maintain fairly close informal relations). But then there was an equally interesting story: Tygin went to work at Ak Bars Holding, which is headed by another, perhaps the most influential Kryashen of the republic - Ivan Egorov(a person close to the current leadership of the Kazan Kremlin). Until today, Tygin held the post of Deputy General Director for Internal Control and Audit. And now, as we see, he is returning to Zelenodolsk again. Last night our correspondent called Tygin with a request to comment on his possible appointment, however, having heard the essence of the question, he did not continue the conversation.

Let us note that Tygin’s arrival can also be perceived as strengthening the influence of Ak Bars Holding in Zelenodolsk. As you know, the company owns significant assets here - in particular, the city-forming enterprise - the shipbuilding plant named after. Gorky.

Because there has been a lot of activity among people in our area over the past few months. And the situation, in my opinion, was such that it would have been removed anyway. Probably, the republic simply decided to save face so that it would not look like the authorities were following the lead of the people. A reason was needed. Before this, the head of our district was removed, who had worked for only a year, Batin - only two years. And the republic, apparently, wanted to get away from the topic of frequent changes of heads. A beautiful, reinforced concrete reason was needed for a person to leave for a promotion...

Tomorrow in Peschany Kovali, the regional council of the Tatarstan branch of the all-Russian public organization “All-Russian Council of Local Self-Government” will nominate Senator from Tatarstan Sergei Batin as a candidate for the post of President of Tatarstan to participate in the presidential primaries. The second candidate - formally a potential competitor in the election of the current head of the republic - will be the Minister of Agriculture, Marat Akhmetov, who has been permanent for many years. His candidacy will be nominated by the regional public organization “Agrarian Youth Association of the Republic of Tatarstan” on May 29, Friday. The nomination will take place at the Palace of Agriculture - the headquarters of the Ministry of Agriculture and Food of the Republic of Tatarstan.

Let us remind you that Tatarstan became the first region in Russia where social activists became the organizers of the preliminary internal party voting to nominate a candidate for the position of the highest official. On May 12, the latter announced the start of nominating candidates for participation in the presidential primaries. It will take place from May 13 to June 2. At the same time, candidacies can be nominated only by those public organizations that have a cooperation agreement with the United Russia party. Self-nominated candidates can also participate in the primaries, but so far no such brave souls have been found.

To “ensure maximum openness during the primaries,” the website www.primaries-rt.rf was created. Judging by the information on the website, so far no public organization has nominated anyone other than Rustam Minnikhanov. Recently, the candidacy for acting president was proposed by the League of Students of the Republic of Tatarstan, representatives of two veterans’ associations of Tatarstan, and the “Tatarstan - New Century” movement. In the coming days, the Union of Theater Workers of the Republic of Tatarstan will nominate him.

Whether these candidates will turn out to be real competitors to Rustam Minnikhanov in the primaries (the winner of the primaries will then go to the actual presidential elections in Tatarstan, which are to take place this fall), will be shown in the near future. Today it is worth noting that the choice of figures is not random, and each of them, if it does not have a really strong electoral weight (at least apart from Rustam Minnikhanov himself, who has real weight in the elections), is certainly not a “dark horse”.

It was no coincidence that Sergei Batin was nominated by the local government council (and “all-Russian” one at that). As is known, even before moving to the highest chamber of the Russian parliament and taking the place of senator from the republic there in December 2012 (interestingly, Batin’s term of office in the Federation Council expired in September 2015), Sergei Batin led the Zelenodolsk district for two years . And before that, from 2007 to 2010, he was the head of the administration of the Aircraft Construction District of Kazan. However, two years in this position is hardly a serious period to draw any conclusions.

Most of all, those unfamiliar with Zelenodolsk cuisine will remember Batin for his rather successful confrontation with the strong political and business opposition of Zelenodolsk, which at one time even organized a prosecutor’s investigation into Batin’s concealment of property and participation in business, despite his status as an official. The young senator left behind the “Novaya Tura” technopolis and the “M7” industrial park (opened on the initiative of the authorities of the Republic of Tatarstan, but the construction of which was also supervised by Batin). In general, Batin is a native of Naberezhnye Chelny; in the 1990s he worked at the Avtograd Automechanical Plant, then at the Kama Press-Frame Plant, by 2003 becoming director of social development at the age of 29 (!) - then it was “the youngest management team at the auto giant, if not throughout the republic.” He spent 2007 at KMPO.

How two presidential candidates are collaborating on subsidies for farmers

Batin also entered the Senate at a relatively young age (especially considering that the average age of senators is 60-70 years old) - at 38 years old. From 2011 to 2014, his colleague in the Federation Council was none other than Vagiz Mingazov, the former head of the bankrupt Vamin agricultural empire and a close friend of another candidate in the primaries, Marat Akhmetov.

In one of his recent interviews, Sergei Batin talked about how he meets with Rustam Minnikhanov and resolves anti-crisis issues - then Batin stated that the greatest problems can arise (and have arisen) in mechanical engineering and the defense industry (where there is a “collapse” in general, in his words) - his concern and understanding of the problems are understandable if we recall Batin’s career in the motor city and the Zelenodolsk defense industry and mechanical engineering. It is curious that, during his senatorial activities, Batin actively cooperates with another candidate in the primaries - Marat Akhmetov, of course, along the agrarian line. In particular, the senator promised that the republic would receive up to 3% of the 52 billion rubles of agricultural anti-crisis loans (Batin, however, promised that he would convince the federal government to allocate more funds in this area). This, to put it mildly, is not much, given the almost 10% sequestration of the state budget.

Among the senator’s interesting initiatives, one can recall the proposal to reduce the excise tax on alcohol or to transfer excise rates to the regions (read Tatarstan, taking into account one of the largest budget-generating enterprises, Tatspirtprom). Batin can also take credit for the allocation of 850 million rubles to replace bank loans with budget money from the constituent entities of the Russian Federation - Batin personally spoke to the Minister of Finance of the Russian Federation Anton Siluanov about the request to help regional banks.

Batin earned 6.4 million rubles in 2014 (2.5 million rubles in 2013). His wife, in turn, also declared a lot - 4.7 million rubles (in 2013 - 4 million rubles). The senator's family owns an apartment (169.9 sq. m.), a Toyota car, and a dacha with an area of ​​200 sq. m. m and a garage. The family also uses a “spare” apartment of 129.6 square meters. m.

In fact, Sergei Batin is a rare case of a young man who has made a rapid career, having experience both in business, in mechanical engineering and the automotive industry, and in state and municipal administration at various levels (from a city district to the Federation Council).

There is not much point in talking about the second potential competitor of Rustam Minnikhanov. Akhmetov has been on the team of the current head of Tatarstan for a long time - in fact, he is one of the “longest-lived” ministers not only of the current government, but in general in the entire history of Tatarstan. Akhmetov has held the position of head of the Ministry of Agriculture of the Republic of Tatarstan (and at the same time Deputy Prime Minister) since 1999 - thus, he is a protege of the former President of the Republic of Tatarstan Mintimer Shaimiev, who left him as a “legacy” to Rustam Minnikhanov. Marat Akhmetov spent the 1990s heading the Baltasinsky district.

One has only to recall that Akhmetov’s “liabilities” include the scandalous bankruptcy of “Vamina” and periodic crop failures due to drought (for which the minister himself can hardly be blamed), but his assets include the permanent leadership of the republic’s agro-industrial complex, which, despite everything, is alive and continues to function in one way or another, which, at least theoretically, can provide the minister with the votes of rural Tatarstan. Comparing the results of the development of the industry over 16 years is a thankless task, if we remember that the forces of nature periodically intervened in the plans of Akhmetov’s ministry - a region with risky agriculture, such as Tatarstan, during the years of drought allowed harvesting from its fields several times less than expected. So, in 2000, a year after Akhmetov took the chair of the Minister of Agriculture, the grain collection plan called for a figure of 4.5 million tons. Moreover, in 1999 in Tatarstan, the gross grain harvest was only 2.6 million tons. In 2001, the Russian government approved the federal program for the socio-economic development of Tatarstan, which was based on increasing the volume of agricultural production. Mintimer Shaimiev then stated that the program covers the period from 2001 to 2006 “and is associated primarily with Tatarstan’s entry into the unified financial and tax field of the Russian Federation.” In accordance with this, the gross grain harvest must be at least 4 million tons per year. However, plans had to be adjusted after the onset of dry years. In 2008, the republic collected 6.2 million tons of grain, during the drought of 2010 - only 700 thousand tons, in 2011 Tatarstan collected 5 million tons of grain. In this case, the damage affects not only the failure to fulfill the plan, but also hurts financially - last year, 2014, brought damage to the Tatarstan agro-industrial complex in the amount of 20 billion rubles: 10 million rubles of damage from the shortage of grain (with a norm of 4.5-5 million tons collected only 3.3 million tons of grain, last week Marat Akhmetov), ​​another 10 billion from the failure of industrial crops.

In addition, Marat Akhmetov is officially “poorer” than Batina - the minister declared only 4.4 million rubles at the end of 2014. Compared to last year, his income increased by 500 thousand rubles. The minister's wife earned 112.7 thousand rubles last year (a year earlier - 97 thousand rubles). At the same time, the Akhmetov family owns several large plots of land. To the 1.5 thousand hectares owned since 2013, Akhmetov added three more plots measuring 310 thousand square meters. m, 1.37 million sq. m and 1.33 million sq. m. The potential presidential candidate of the Republic of Tatarstan also owns a house with an area of ​​596 square meters. m.


The United Russia party will most likely initially focus on promoting the formally current head of Tatarstan, Rustam Minnikhanov.

In terms of influence and fame among ordinary Tatarstan residents, it would be really difficult to choose someone other than Marat Akhmetov to compete with Minnikhanov - at least among officials of the government of the Republic of Tatarstan, he is truly a political heavyweight. Although the likelihood that the current subordinate of the acting president of the Republic of Tatarstan will still decide to use his entire apparatus of influence and power to win the primaries (which will most likely mean an actual victory in the presidential elections themselves) is small. The United Russia party is unlikely to change “horses in midstream” and waste its administrative resources on promoting two, not to mention three candidates, and, most likely, will initially concentrate on promoting the formally current head of Tatarstan, Rustam Minnikhanov.

It’s difficult for me to comment on Sergei Batin, a candidate for the presidential primaries. He worked very little as the head of the Zelenodolsk administration; in my opinion, he is a purely nominal figure, not a real one. I can’t say anything more about him, neither positive nor negative.

As for Marat Akhmetov, I know him very well. No real candidate participates alone in the election campaign. Especially in difficult times. He is a competent specialist, and I remember him when he worked as the head of the Baltasinsky district, so I believe that his candidacy is not accidental. Therefore, the so-called primaries of the ruling party (although I don’t like this word, I would call it primary elections) are both agitation and propaganda, although the ruling party does not need propaganda, and I consider the figure of Marat Akhmetov the most real after those candidates who already recommended. Marat Gotovich is part of the team of the President of the Republic of Tatarstan. And Sergei Batin is somewhere far away, in Moscow.

Before the elections begin, it is difficult to say who the voters of these candidates will be. On September 13, power will be in the hands of voters. The Communist Party of the Russian Federation is also going to the polls, we also have our own vision, our proposals, our decisions, programs to overcome the crisis, some of them have already been implemented. Tatarstan is part of the Russian Federation. We resolve common issues, since it is impossible for any given region to resolve these issues alone.

I would also like to emphasize that the republic clearly needs the institution of the presidency, therefore this system, which is now being introduced, strengthened, and to some extent implemented, is inherent in the capitalist system. Therefore, as an exception, Tatarstan needs the right to call its head president. There are two presidents in Turkey, and they want to call ours the head. The head of the family, the head of the settlement, the head of the administration - I respect this concept in combination, but the system of presidency in the republic must be preserved.

In the situation we find ourselves in, and according to the election legislation, each registered party has the right to nominate its own candidate. Therefore, you can be nominated, you can be recommended, and the fate of each candidate except the ruling party depends on the signatures of deputies of municipalities, who are legal filters. Therefore, theoretically, everyone has opportunities, but in practice we will see - time will tell.

Marat Gotovich, as a political figure, never aspired to the position of president; he is a completely loyal Minister of Agriculture. Minnikhanov's rating is very high, and the participation of other candidates in the elections is due to various reasons. The participation of Sergei Batin is probably to show off, the so-called advertising campaign is an opportunity to attract attention. The participation of Marat Gotovich is more likely so that there is someone to choose from.

The strengths of these candidates are that, for example, Marat Gotovich is known in the countryside and in the city; he has been working in the field of agriculture for a very long time. He is a well-known figure, but not a political one. Famous because harvest, drought and food security are some of the key topics. The Republic of Tatarstan is in good standing; we not only feed ourselves, but we are also conquering the Russian market for some products.

I have known Marat Akhmetov for a long time. He is a mature, worthy candidate. Rustam Minnikhanov - there are no words anymore. Even if a candidate knows in advance that he will not pass, if you were nominated by a worthy, respected organization, this obliges him to justify this trust in the future. Therefore, I believe that nominating several worthy candidates, knowingly assuming that they will not pass, is a normal democratic process.

I approve of each candidate's choice. Since worthy organizations have nominated, it means all these candidates are worthy.

I don’t know Batin’s electorate, I can only assume that these will be members of the council that nominated him. Not only farmers will vote for Akhmetov, but also those who know and appreciate his business and personal qualities. And those who know business and human qualities plus presidential experience will support Minnikhanov.

As for candidates who “waste in vain,” I can’t name them offhand. As for the strengths of these candidates, it’s easy to talk about Marat Gotovich, because before this he was the head of the administration for a decade and a half, was a member of our parliament for many years, and has been a deputy prime minister for 9 years. He has extensive experience in government work at both the municipal and state levels , has connections with Moscow. Therefore, this is a person with extensive experience and experience in government work. I have known him personally for a very long time. Therefore, I am very calm for him, he is a man of action.

Sergei Batin is relatively younger, but also has extensive experience working in industrial enterprises, he was the head of a municipal formation, has been a member of the upper house of the Federal Assembly for several years, and is popularly known as a senator. They have work experience, so I think their nomination is quite logical.

Speaking about other possible candidates, today I do not see an alternative to the current president. But the legislation is such that the president, after official nomination to his team, must take three more who will represent them in the Federation Council. In this sense, it is expected that the program objectives that candidates put forward should be consolidated in this team.

I think that the process is going well, and the most important thing is that the current president has established himself exclusively as a great workaholic who does everything well.

The rumors that have been circulating recently about a change of power in Zelenodolsk were confirmed yesterday: the head of the city and district, 38 Sergey Batin leaves his post, where he managed to work for only two and a half years. As sources told BUSINESS Online, Batin is leaving for the Federation Council - to a place that became vacant after leaving Exama Gubaidullina for the post of Chairman of the Central Election Commission of the Republic of Tatarstan. Sergei Leonidovich himself, in a telephone conversation with our correspondent, refrained from making any comments on this matter, citing the lack of official decisions. But he did not categorically refute anything.

As expected, the first of them will be adopted today by deputies of the local council - the deputies will accept the resignation of the head and decide on the issue of new city leaders. Most likely, a 39-year-old will be appointed to the post of head (for now in an acting capacity) Alexander Tygin, currently holding the position of Deputy General Director of the Ak Bars holding.

A decision will also be made on the head of the city executive committee, which became vacant after the recent departure Rustam Garifullin for the post of Deputy Minister of Youth Affairs. As sources familiar with the situation told BUSINESS Online, the most likely candidate for this post is a 39-year-old Vladimir Soloviev, Chairman of the Council of the local public movement "Zelenodolsk - Volga Venice". Previously, he had already held the post of deputy chairman of the city executive committee, but with the arrival of Sergei Batin he became one of the leaders of the local opposition, and the most irreconcilable towards the head. In principle, according to local observers, it was these long-term efforts that ultimately led to Batin's resignation.

FANTASTIC CAREER

By the age of 38, Sergei Batin has probably had the most breathtaking career imaginable. He began his rise up the career ladder in Naberezhnye Chelny - at OJSC KamPRZ, one of the structural enterprises of KAMAZ. In 1999, he became head of the social services bureau, and in 2003, director of social development. At that time it was the youngest management team at the auto giant, if not in the entire republic. Suffice it to say that Damir Karimullin became the general director of KamPRZ at the age of 36, and Batin became the director of social development at the age of 29.

The team turned out to be effective, at least it was noticed. In 2004, Karimullin headed the KMPO and took Batin with him to Kazan. He first becomes director for economic security, everyday life and social development, and since 2007, deputy general director of OJSC KMPO - director of personnel and social development.

Already in the same 2007, Batin made another breakthrough. Being little known in the republic, he unexpectedly headed the Aircraft Manufacturing District of Kazan. It was rumored that the same Karimullin then played a key role in this appointment. Nevertheless, Batin fits well into the team Ilsura Metshina .

Just three years later, Batin is promoted again, and now - in 2010 - he is trusted to lead Zelenodolsk. In addition to diverse experience, nationality also played a role - it is not so easy to find an effective person with a Russian surname for the post of head of the city. Note that he came to the city after Gennady Emelyanov, who, by the way, is also, to some extent, a Chelny resident - he worked as vice-mayor of the motor city during the period Rashita Khamadeeva and was his right hand.

Batin now has to form his own team. Among those invited to work were, for example, Rustam Garifullin, who for many years headed the youth affairs department in the motor city, and in Zelenodolsk became the head of the executive committee.

And now there’s another rise, now to the senator’s chair. Let us note that for a vacant seat in the Federation Council (Tatarstan is represented there by two senators), a candidate must be proposed by the President of the Republic of Tatarstan. In September of this year, after Exam Gubaidullin left the Central Election Commission of the Republic of Tatarstan, it has been empty for almost three months. Let us remind you that the second senator from Tatarstan is Vagiz Mingazov. At first glance, Batin's appointment as a senator may seem strange. After all, as a rule, patriarchs of Tatarstan politics of the older generation were appointed to this post - for example, the former general director of the Ministry of Economy Alexey Pakhomov or the same Exam Gubaidullin, who worked for many years as the chief of staff of the President of the Republic of Tatarstan.

However, observers explain Batin’s rush to the Federation Council by three factors. First, the Kazan Kremlin takes into account the need for balance: as a rule, one of the senators from Tatarstan, according to an unwritten rule, must be Russian. Secondly, in a short time Batin managed to prove himself as a good lobbyist. Thirdly, according to our sources, Sergei Leonidovich himself made serious efforts to go to work in Moscow - according to rumors, he was applying, for example, for a post in Sobyanin’s team. But the upcoming appointment, if it takes place, will, of course, exceed all imaginable expectations... Formally, Batin will immediately register himself not only in the Tatarstan elite, but also in the Russian one. One gets the feeling that someone (invisible but influential) is guiding him up the career ladder.

Let us note that literally in the last month, Batin experienced another harsh attack by the local opposition, which initiated an investigation by the prosecutor’s office into the facts of the head’s concealment of property and participation in business, despite the status of an official. Moreover, things got to the point that information about this appeared in the Kazan media, and a paper about Batin’s violations was placed on the president’s desk. However, according to BUSINESS Online, Batin, citing the inaccuracy of the data received by the prosecutor's office, managed to get his declaration re-verified by attending an appointment with Kafil Amirov. In general, Batin’s complex relationship with the Zelenodolsk opposition is a separate big topic. Perhaps, in no other city in the republic does the head of the city have such a tough opposition, consisting not of marginalized people, but of quite successful entrepreneurs, moreover, represented in the local city council.

GREEN DOL AS A LOGO CENTER OF THE VOLGA REGION

As for Batin’s inheritance, Zelenodolsk can add a lot to its assets. Thus, at the end of 2011, the city’s GRP jumped up: last year it amounted to 23 billion rubles, which is 30% more than in 2010. Enterprises located in the region increased their turnover - from the Gorky plant to the Zelenodolsk dairy plant.

Under Batin, new players in the retail market came to the city: Essen, owned by State Council deputy Leonid Baryshev, and the small wholesale store Pyaterochka Maxi. On Internet conferences BUSINESS Online Batin stated that these steps had a significant impact on the cost of the consumer basket: it decreased by 10 percent. It was planned that Thunder would build a distribution center for its Magnit stores, negotiations are in the final stage, and the Sviyazhsk interregional multimodal logo center is already operating. RETURN TO ZELENODOLSK

Let us note that Zelenodolsk is one of the record holders in the Republic of Tatarstan in terms of the frequency of changes in top officials. Before Batin, from 2004 to 2009, the head here was Gennady Emelyanov, who replaced him in this position Ravilya Zinatullina, who led the city for the previous five years. After Emelyanov left for the post of Minister of Transport (he worked there for only a year and moved to the post of head of Yelabuga), the city was headed by Radik Khasanov, who had previously led one of the key enterprises of Zelenodolsk - the plant named after. Sergo (POZIS). However, he did not work for long - only a year, and returned to his enterprise, giving up the post of head to Sergei Batin.

In the 90s, Tygin worked in Naberezhnye Chelny in the structures of the Ministry of Internal Affairs, in particular, in the department for combating organized crime - there he held the position of deputy chief. In the early 2000s, he moved to Kazan and became the chief of the OM police at the Ministry of Internal Affairs of the Republic of Tatarstan at energy facilities. This was the period when the team came to Tatenergo Ilshata Fardieva and began to actively fight theft at energy facilities, in which Tygin played an important role.

However, Tygin soon interrupted his police career and, unexpectedly for many, moved to the administration of Zelenodolsk, which was headed by Gennady Emelyanov in 2004. Moreover, Tygin eventually began to play a key role here, becoming Emelyanov’s right hand - the head of the executive committee and proved himself to be a talented city manager.

Rumor has it that a certain role in this close connection was played by the fact that both Emelyanov and Tygin are Kryashens (a Christian enclave within the Tatars), and Emelyanov is considered in the republic one of the most influential representatives of their community in the Republic of Tatarstan. It is interesting that after Emelyanov left for the post of Minister of Transport in 2009, Tygin also left with him, taking the position of deputy minister there. However, Emelyanov worked in the Ministry of Transport for only a year and found himself in the position of head of Yelabuga. And their paths with Tygin diverged (although, according to our data, they maintain fairly close informal relations). But then there was an equally interesting story: Tygin went to work at Ak Bars Holding, which is headed by another, perhaps the most influential Kryashen of the republic - Ivan Egorov(a person close to the current leadership of the Kazan Kremlin). Until today, Tygin held the post of Deputy General Director for Internal Control and Audit. And now, as we see, he is returning to Zelenodolsk again. Note that Tygin’s arrival can also be perceived as strengthening the influence of Ak Bars Holding in Zelenodolsk. As you know, the company owns significant assets here - in particular, the city-forming enterprise - the shipbuilding plant named after. Gorky.

Sergey Batin: Firstly, we need political will on the part of the government. And, secondly, corresponding changes in legislation. Even now, when banking and financial legislation is completely unsuited to conduct business in accordance with Sharia law, there are some elements of Islamic finance. But for Islamic financial instruments to fully work, it is necessary to make changes to a number of legislative and regulatory acts: the Tax Code, the law on banking, the law on the securities market, etc. In total, 17 federal laws need to be amended.

Lenta.ru: Have you discussed with the Central Bank the possibility of adapting the legislation and regulatory framework to Islamic banking?

S. B.: Yes, we are working primarily with the Central Bank and other interested departments.

Lenta.ru: Why is Islamic banking so undeveloped in Russia, with a significant Muslim population?

S.B.: It’s difficult for me to answer this question. I think that, one way or another, we will still come to develop this type of financial activity. For example, our neighbor and partner in the EurAsEC and the Customs Union - Kazakhstan - has already gone far ahead in the field of Islamic finance. They have passed all the necessary laws and there the Islamic banking system works along with the conventional banking system. I believe that we should follow their example.

Lenta.ru: When you talk about laws that need to be adopted, are you talking about an idea or about specific bills that have already been written?

S.B.: Well, of course, the bills have already been developed and have already been discussed in the State Duma. Moreover, they were considered by the State Duma of the previous convocation. True, these projects are still at the discussion stage and have not yet been adopted in any of the readings. But I think it's a matter of time. There is nothing supernatural in these initiatives. We are simply creating conditions for another type of financial instruments. My colleagues from the Federation Council Committee on Budget and Financial Markets fully share these initiatives. I also did not encounter any objections from State Duma deputies.

Lenta.ru: You say that the idea arose a long time ago, was discussed by the last Duma... Why are you so active now?

S. B.: I believe that precisely now, when inadequate measures are being taken against Russia by our partners - the USA, Great Britain, European countries - we need to expand ties with the East. We have concluded an agreement with China; Islamic countries must also be involved in cooperation.

Lenta.ru: What is the potential of possible Islamic investments in Russia? And how much capital can be invested in the Russian economy if Islamic banking is given the green light?

S.B.: There are estimates, but they are expert and inaccurate - I would not like to give them. Either way, the potential is huge. Representatives of the Islamic world have been interested in our market for a long time. They show interest in projects in special economic zones and say that they would be happy to participate in them. At the previous international forum, contracts worth more than one billion dollars were signed with representatives of Islamic countries. And if we have financial instruments that are convenient for them, we will see a multiple increase in investments.

“The official is guilty, but he is not guilty, but in general, let the president deal with him better,” the Tatarstan Prosecutor’s Office responded in approximately this spirit to a resident of Zelenodolsk, who suspected the head of the district of illegal activities. Shocked by such an original answer, the citizen forwarded the document to VK...

The applicant asked the prosecutor's office to check whether Sergei Batin was engaged in commercial activities, and also to find out why he, being registered in his wife's apartment, concealed the fact of using this apartment when filling out certificates of income and property. Within the period established by law, the response came from the prosecutor’s office: “According to an extract from the Unified State Register of Legal Entities, Sergey Leonidovich Batin is a participant in an existing legal entity and holds the position of commercial director of BARIS LLC (TIN 1650070656), formed on December 8, 1999.” The prosecutor's office also confirmed that, when filling out a certificate of income and property for 2011, Batin indicated that he owned real estate - a country house of 200 square meters at the Atlashkino recreation center in the Aishinsky forestry, but hid that he also used housing registered to his wife in Kazan.

The citizen, whose ears were buzzing not only with the TV box, but also, it seems, with the iron in the kitchen about the criminal cases brought against some Russian officials who had committed approximately the same sins as Mr. Batin, believed that the prosecutor’s office was also against the mayor of Zelenodolsk initiates a serious investigation. However, the response from the prosecutor’s office ended with the words: “The President of the Republic of Tatarstan was informed about the identified violations of legal requirements.”

According to Renat Latypov, Sergei Batin wrote in his explanation that he not only does not use the apartment in which he is registered, but does not look there at all. The prosecutor's office, however, asked the head of the Zelenodolsk region to confirm with documents. But only because I doubted: at least once a year the spouses should have checked if everything was in order in the room? “Let him prove it now,” Latypov said cheerfully.

So, maybe it’s for the best that the prosecutor’s office decided to report all this to the president first of all. After all, it was Rustam Minnikhanov who two years ago recommended Sergei Batin for the post of head of the district and mayor of Zelenodolsk.
