The Ministry of Education is completing work on a unified Procedure for conducting the state final certification (SFA) or Unified State Examination

The Ministry of Education of the Russian Federation has prepared a new procedure for conducting state final certification of educational programs of secondary general education. Discussion of the project will end in mid-October.

The publication is relevant for students of advanced training and professional retraining courses in the following areas:

GIA is mandatory. Winners and prize-winners of the final stage of the All-Russian Olympiads, as well as members of national teams of international Olympiads, are exempt from the State Examination procedure.

Three forms of conducting the Unified State Exam (GIA)

The procedure involves 3 forms of state final certification. The following categories of students take the Unified State Examination form:

In the form of the Unified State Exam

    students in educational programs of secondary general education,

    Foreign citizens,

    stateless persons,

    compatriots abroad,

    refugees and internally displaced persons who have completed educational programs of secondary general education in full-time, part-time or part-time forms,

    external students admitted to the State Academic Examination this year.

In the form of GVE - state final exam

The following categories of persons take the state final exam:

    students studying in special closed educational institutions,

    students studying in institutions executing punishment in the form of imprisonment,

    students in educational programs of secondary vocational education,

    receiving secondary general education under state accredited educational programs of secondary general education, including educational programs of secondary vocational education integrated with educational programs of basic general and secondary general education,

    students with disabilities, disabled children and disabled students studying with disabilities.

In this case, paragraph 9 of this Procedure provides that students can choose an exam in individual subjects in the form of the Unified State Exam. It is also allowed to combine the forms of conducting the GVE and Unified State Examination exams.

According to the form established by regional executive authorities

This form is established for those cases when the student has chosen state certification in his native language and native literature. The Order clearly states that only the languages ​​of the peoples of the Russian Federation are considered native languages. At the same time, the choice of the State Examination Agency in this subject is purely voluntary.

Compulsory and elective subjects

The document emphasizes that elective subjects are required to provide Unified State Examination results for admission to undergraduate and specialty programs.

Two levels of the Unified State Examination in mathematics

The state exam is divided into two levels: basic and specialized.

When passing the Unified State Exam in mathematics at a specialized level, the results will be recognized as an entrance exam by universities

Application for participation in the State Examination (USE)

Students must submit an application to participate in the GIA before February 1. The application must indicate:

  • academic subjects,
  • Unified State Exam level in mathematics (basic or specialized),
  • form(s) for those who take the GVE form,
  • terms of participation in the State Examination.

Final essay within the State Academic Examination

Students in 11th (12th) grades take a final essay. Students with disabilities, students in special educational institutions, students who are home-schooled for health reasons take a final assessment.

Students must submit an application to participate in the final essay (presentation) 2 weeks before the start of the exam. The final essay (presentation) is held on the first Wednesday of December each year.

Unified State Examination participants also have the right to submit a final essay (presentation) if they wish.

Appeal and conflict commission

Consideration of appeals by exam participants is carried out by a conflict commission, which does not include members of the State Examination Committee and subject commissions. The composition of the conflict commission is formed from representatives of the executive authority, executive authorities of the constituent entities of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, founders, the Ministry of Foreign Affairs of Russia, local governments, educational organizations, scientific, public and other organizations and associations.

Mediation board:

  • accepts and considers appeals from exam participants regarding violations of this Procedure, as well as disagreement with the assigned scores;
  • upon the recommendation of the chairman of the subject commission, invites an expert of the subject commission in the relevant academic subject to consider appeals of disagreement with the assigned scores to establish the correctness of the assessment of answers to the tasks of the examination work, which provide for a detailed answer, of the exam participant who filed the specified appeal;
  • Based on the results of consideration of the appeal, makes a decision to approve or reject the appeal of the exam participant;
  • informs the State Examination participants and (or) their parents (legal representatives), as well as Unified State Exam participants who filed appeals, and the State Examination Committee about the decisions made no later than three working days from the date of adoption of the relevant decisions.
  • The general management and coordination of the activities of the conflict commission is carried out by its chairman.

Decisions of the State Examination Committee and conflict commissions are documented in protocols. In case of equality of votes, the decisive vote is that of the chairman of the State Electoral Commission, the conflict commission.

The procedure for attracting teachers to work on the Unified State Examination (GIA)

Educational institutions send their employees to work as

  • PPE leaders,
  • PES organizers,
  • members of the State Examination Commission, subject commissions, conflict commissions,
  • technical specialists,
  • assistants,
  • interlocutor examiners.

Educational institutions control the process of participation of their employees in examinations.

The administration of the educational institution must inform the employee who is sent to work in the PPE against signature. When informing, the dates, place and procedure for conducting examinations are indicated. Teachers involved in work in the Unified State Examination (GIA) must be informed about the behavior of video recordings in classrooms, about the grounds on which removal from the PPE is carried out.

Also, employees who are involved in work during the State Examination must be aware of the application of disciplinary and administrative measures against persons involved in conducting exams and who have violated the Procedure.

How the Unified State Exam is conducted: Rules for conducting the state exam

Examination participants are seated at their desks in accordance with the distribution. Changing the workplace is not allowed. The exam is conducted in a calm and friendly environment.

Before the start of the exam, the organizers instruct the exam participants, including informing about the procedure for conducting the exam, the rules for filling out the Unified State Examination and State Examination forms, the duration of the exam in the relevant academic subject, the procedure and deadlines for filing appeals about violations of this Procedure and about disagreement with the assigned points, about cases removal from the exam, as well as the time and place of familiarization with the exam results.

The organizers inform the exam participants that entries on the KIM for the Unified State Examination, texts, topics, assignments, tickets for the State Examination and sheets of paper for drafts are not processed or checked.

The organizers provide exam participants with examination materials, as well as sheets of paper for drafts (with the exception of the Unified State Examination in Foreign Languages ​​(section “Speaking”).

If a participant's examination materials are found to be defective or incomplete, the organizers will issue that examination participant with a new set of examination materials.

At the direction of the organizers, exam participants fill out the registration fields of the Unified State Examination (GVE) forms. The organizers check that exam participants have filled out the registration fields of the Unified State Examination (GVE) forms correctly. Upon completion of filling out the registration fields of the Unified State Examination (GVE) forms by all exam participants, the organizers announce the beginning of the exam and its end time, record them on the board (information stand), after which the exam participants begin performing the examination work.

If there is not enough space in the answer forms for tasks with a detailed answer, at the request of the exam participant, the organizers will issue him an additional form. In this case, the organizer indicates the number of the additional form in the previous answer form for tasks with a detailed answer. As necessary, exam participants are given additional sheets of paper for drafts (with the exception of the Unified State Examination in Foreign Languages ​​(section “Speaking”)). It is allowed to make notes in the KIM.

During the exam, exam participants comply with the requirements of this Procedure and follow the instructions of the organizers. The organizers ensure compliance with the requirements of this Procedure in the classroom and PPE.

Exam participants perform the examination work independently, without the help of outsiders. During the exam, on the exam participant’s desktop, in addition to exam materials, there are:

    gel or capillary pen with black ink;

    identification document;

    means of training and education;

    medications and nutrition (if necessary);

    special technical means;

    sheets of paper for drafts issued in the PPE (with the exception of the Unified State Examination in foreign languages ​​(section “Speaking”).

Exam participants leave other personal belongings in a specially designated place for storing personal belongings of examination participants, located before the entrance to the PES.

During the exam, exam participants must not communicate with each other and cannot move freely around the audience and PPE.

During the exam, exam participants can leave the classroom and move around the PES, accompanied by one of the organizers. When exam participants leave the classroom, they leave exam materials and sheets of paper for drafts on their desk. The organizer checks the completeness of the examination materials and sheets of paper for drafts left by the exam participant, records the time the specified exam participant leaves the classroom and the duration of his absence from the classroom in the appropriate statement.

On the day of the exam in the PPE it is prohibited:

    exam participants - have with them communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

    organizers, assistants, medical workers, technical specialists, interlocutors - have communication means with them;

    persons listed in paragraphs 59 and 60 of this Procedure - to provide assistance to exam participants, including providing them with communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information ;

    exam participants, organizers, assistants, technical specialists and interlocutors - take exam materials on paper or electronic media out of the classrooms and PET, take photographs of exam materials.

Persons who are not prohibited from having communication devices with them are allowed to use communication devices only in connection with official needs in the premises for the head of the PPE.

Persons who violate this Procedure will be removed from the exam. The act of removal from the exam is drawn up in the room for the head of the PES in the presence of a member of the State Examination Committee, the head of the PES, the organizer, and a public observer (if available). To do this, the organizers, the head of the PES or public observers invite a member of the State Examination Committee, who draws up an act of removal from the exam and removes persons who violated the Procedure from the PES. The organizer puts the appropriate mark on the exam participant registration form.

If an exam participant cannot complete the examination work for health reasons or other objective reasons, he will leave the classroom early. In this case, the organizers accompany the exam participant to a medical professional and invite a member of the State Examination Committee.

If the exam participant agrees to complete the exam ahead of schedule, the member of the State Examination Committee and the medical worker draw up an act on the early completion of the exam for objective reasons. The organizer puts the appropriate mark on the exam participant registration form.

Acts on removal from the exam and on early completion of the exam for objective reasons are drawn up in two copies. The first copy of the act is issued to the person who violated the Procedure, or to the person who completed the exam ahead of schedule for objective reasons, the second copy on the same day is sent to the State Examination Committee and the Regional Center for Accounting for Accounting when processing examination papers.

When conducting the Unified State Exam in foreign languages, the exam includes a “Listening” section, all tasks for which are recorded on audio media.

Audiences allocated for the “Listening” section are equipped with means of playing audio recordings.

To complete the tasks in the Listening section, technicians or organizers set up an audio playback facility so that all exam participants can hear it. The audio recording is listened to by exam participants twice, after which they begin to complete the examination work.

The Unified State Exam is an exam that is conducted using test and measurement materials (standardized tasks). Passing the Unified State Exam is mandatory for graduates of 11th grade. Completing tasks allows you to determine the level of mastery of the Federal State Educational Standards of the general education program. Rules and procedure for conducting the Unified State Exam approved by order of the Ministry of Education and Science No. 1400 dated December 26, 2013.

Location

The Unified State Examination is taken at special PPE points. As a rule, they are located in educational institutions or other organizations that meet established requirements.

The organizational and territorial scheme of holding the exam in the region, the location, number of PETs, as well as the distribution of Unified State Exam participants among them is carried out by the executive bodies of the subject. The delivery time for graduates to the exam point should be no more than an hour.

In accordance with procedure for conducting the Unified State Exam, you must come to the PPE with a passport or other identification document. In addition, the graduate must have a pass for the exam. It is issued at the place of registration of the Unified State Examination participant.

Nuances of the organization

PES premises not used for the examination must be sealed and locked. Posters, stands, and other materials with reference information related to academic subjects are covered in classrooms.

Each graduate is allocated a separate seat in the audience. If necessary, classrooms are equipped with computers.

The entrance to the PPE is equipped with a portable or stationary metal detector, as well as video surveillance equipment. Exam records are kept until 01/03 of the year following conducting the Unified State Exam. Order the use of records is determined by Rosobrnadzor and the executive structures of regional authorities in compliance with the provisions of Order No. 1400.

Additional premises

The PPE building is equipped with the following before the entrance:

  1. Places to store the belongings of graduates, medical workers, organizers, assistants, and technical specialists.
  2. Room for accompanying persons.
  3. A room for the head of the PES, equipped with telephone communications, a printer, and a PC for the automated distribution of exam participants among audiences (if such distribution is provided).

Additionally, premises may be allocated for media representatives, public observers and other persons entitled to be present at the PES.

Audiences

In accordance with procedure for conducting the Unified State Exam, the classrooms in which graduates perform assignments are equipped with video surveillance equipment.

The absence of these means or their faulty condition, as well as the lack of video recording of the Unified State Examination, is considered as grounds for suspending the exam in the entire PPE or in individual classrooms. Graduates are then allowed to retake the Unified State Exam.

Persons present at the PPE

According to Regulations on the procedure for conducting the Unified State Exam, at the exam point there are:

  1. Head of PPE.
  2. Organizers.
  3. Members of the State Examination Committee (at least 1 person).
  4. Technical Specialist.
  5. The head of the institution in which the PES is organized, or a person authorized by him.
  6. Police officers or other persons ensuring the protection of order.
  7. Health workers.
  8. Assistants providing assistance to graduates with disabilities.

Distribution by audience

In accordance with changes in the procedure for conducting the Unified State Exam, the automated distribution of graduates and organizers among audiences can be carried out by the RCPO (regional information processing center). In this case, the lists are transferred to the PPE along with the exam materials.

The automated distribution of participants can also be carried out by the head of the PES.

The lists are handed over to the organizers and posted on a special stand at the entrance to the point, as well as on the door of each audience.

Organizers

Each audience must have at least 2 people present. During the exam, some of the organizers are distributed among the PPE floors. These persons help graduates navigate the building of the center and control the movements of people not involved in the Unified State Examination.

Preparation

Before the actual start of the exam, graduates are read the Unified State Exam rules. In particular, observers explain the procedure for filling out the registration fields of forms, filing an appeal, the time of publication of results, and the duration of the exam. In addition, the consequences are voiced violations of the Unified State Exam procedure.

The exam is conducted in writing and in Russian (except for the Unified State Exam in foreign languages).

After familiarizing yourself with procedure for conducting the Unified State Exam KIMs and forms are distributed to graduates. Before completing tasks, participants fill out the registration fields of the forms. After completing this procedure, the observer officially announces the start time of the Unified State Exam and its completion. It is fixed on the board.

What can you take for the Unified State Exam?

On the graduate's desktop there are:

  1. Examination materials.
  2. Gel pen with black ink.
  3. Identity document.
  4. Special technical devices (for participants with disabilities).
  5. Drafts (except for the foreign language exam (section “Speaking”)).

Depending on the item, there may also be measuring aids on the table. Upon delivery:

  1. Mathematicians can have a ruler.
  2. Physics - ruler and calculator (non-programmable).
  3. Geography - non-programmable calculator, protractor, ruler.
  4. Chemistry - non-programmable calculator.

If necessary, medication and food can also be accommodated.

Graduates leave the rest of their belongings in a specially designated place at the entrance to the PES.

Important point

During the exam, graduates are not allowed to communicate with each other or move freely around the audience. Exit from the premises and movement along the traffic control area is carried out only when accompanied by the organizer. When leaving, the participant leaves drafts, exam materials, and writing materials on the table.

Prohibitions

From the moment you enter the PPE until the end of the exam, it is prohibited:

  1. Graduates must have electronic computer equipment, communications equipment, audio, video, photographic equipment, written notes, reference materials, and other information media.
  2. Assistants and organizers must have means of communication.
  3. Observers, organizers and assistants - provide assistance to graduates in writing answers to assignments, provide them with equipment, computers, communications, reference materials, and other media related to the subject.

No person participating in the exam has the right to take exam materials and drafts on paper or digital media out of the classroom or photograph them.

In case of violation of the rules of the Unified State Examination, the culprit is removed from the exam. In this case, the organizers, public observers or the head of the PES invite members of the examination committee to draw up a report.

Completing the exam

The organizers report that the time limit for passing the Unified State Exam will soon expire in 30 and 5 minutes. before the end of the exam. At the same time, graduates are advised to quickly transfer answers from drafts to forms.

After the set time has passed, the organizers announce the end of the exam and collect all materials.

If there are empty spaces in the forms for detailed answers and in additional forms, the organizers fill them out as follows: Z.

The collected materials are packed into bags. Each of them contains the name, number, address of the PPE, audience number, name of the subject, number of materials in the package, full name of the organizers.

Graduates who complete the work ahead of schedule have the right to hand it over to the organizers and leave the PPE without waiting for the end of the exam.

Possibility of retaking if the result is unsatisfactory

If a graduate does not score the required number of points in a compulsory subject (specialized/basic level mathematics or Russian language), he can retake the exam. Retaking the Unified State Examination is carried out on the reserved days allocated for this.

If you again receive an unsatisfactory result when you retake it, you can try again in the fall. However, in this case, it will not be possible to enter a university immediately after school, since the period for accepting documents will expire. However, upon receipt of a satisfactory number of points, a certificate will be issued.

Nuances

There are several restrictions in the rules for retaking the exam. In particular:

  1. Graduates who failed to score the minimum number of points in both Russian and mathematics lose the right to retake this year. They can try again in a year.
  2. Persons who graduated from school a year or more ago are not eligible to retake the exam this year.

In addition, please note that:

  1. If a graduate has passed the exam in mathematics at the profile and basic levels and has overcome the minimum threshold for at least one of them, the exam will be considered passed.
  2. Retaking mathematics is allowed at any level of the graduate’s choice.

If the minimum score has not been achieved in subjects that are not compulsory, it will be possible to retake it only next year.

Who else can retake the exam?

The right to retake the Unified State Exam is given to graduates who started work but did not complete it for a valid reason. This fact must be documented. As a rule, this situation is associated with a deterioration in the graduate’s health during the exam.

In addition, anyone who has encountered organizational and technical problems in the PPE can retake the test. For example, someone did not have enough additional forms, the electricity was turned off, etc.

Re-taking the Unified State Exam is also provided in case the organizers of the exam violate the rules of its conduct. In such situations, the results of all examinees will be cancelled.

If the graduate himself violated the rules and was removed from the exam, his results will also be cancelled. He will be able to take the exam again only next year.

Appeal

The exam participant has the right to appeal about:

  • Violation of the exam procedure. In this case, objections are submitted on the day of delivery.
  • Disagreement with the results. An appeal in this regard is submitted within 2 days (working days) after the official announcement and familiarization with the number of points scored.

Appeals regarding the content and structure of assignments are not accepted, as well as in case of violation of the exam procedure or the rules for preparing forms by the applicant himself.

Disturbance of order by the organizers

In such cases, the Unified State Exam participant, without leaving the PPE, receives a special form in 2 copies from the organizer. Once completed, both forms are handed over to a representative of the examination committee. He certifies the forms with his signature. One copy is given to the exam participant, the other to the conflict commission.

The result of the appeal consideration can be obtained from the educational institution or territorial authorities exercising powers in the field of education within 3 days from the date of filing.

If the application is granted, the exam result is subject to cancellation. The participant, in turn, gets the opportunity to retake the Unified State Exam on a reserve day.

Cancellation of the result is allowed if the fact of violation by the organizer of the rules of conduct in the PES is confirmed by an internal investigation of the examination commission.

Disagreement with the results

When filing an appeal in this regard, the exam participant, within two days after familiarizing himself with the results, contacts the conflict commission. The secretary hands him 2 appeal forms. After filling out the forms, they are handed over to the secretary, who certifies them with a signature. As in the previous case, one form is given to the exam participant, the second remains with the commission.

The graduate is informed of the place and time for consideration of the appeal.

As a result of consideration, the appeal may be rejected or granted. In the first case, the number of points scored is maintained, in the second, it changes.

Features of the exam for graduates with disabilities

Special conditions taking into account the state of health and psychophysical health are created for graduates:

  • with disabilities;
  • disabled children;
  • persons studying at home, in sanatorium-resort institutions.

The material and technical equipment of the premises must ensure unhindered access of the specified persons to the classrooms, bathrooms, as well as stay in these premises.

Information on the number of graduates with disabilities is sent no later than 2 days before the date of the Unified State Examination.

During the exam, assistants help such graduates:

  • take the place of;
  • read the task;
  • move around the audience and PPE.

For people with hearing impairments, auditoriums are equipped with sound amplifiers for both collective and individual use. If necessary, a sign language interpreter may be involved.

For blind graduates:

  1. The exam materials are presented in Braille or in the form of an electronic document that can be read using a PC.
  2. The required number of accessories for preparing answers in Braille is provided.

For visually impaired graduates, materials are copied on an enlarged scale. Classrooms must have magnifying devices and individual lighting. Copying of materials is carried out on the day of the Unified State Examination in the presence of the head of the point and members of the examination committee.

For persons with musculoskeletal disorders, written work can be performed on a PC with special software.

During the exam, graduates are provided with breaks, meals, and necessary medical and preventive procedures.

For persons who have indications for studying at home, the Unified State Exam can be organized at home.

Converting Unified State Examination points to a 100-point system

After checking the answer forms, the primary score is determined. There are special tables for converting Unified State Exam points into a 100-point system. When entering a university, test (final) results are taken into account. They are different for each subject. In the photo below you can see the correspondence table for the test score in basic level mathematics.

The red line indicates the minimum threshold for obtaining a certificate and entering a university. It must be said that higher educational institutions take into account the results of the profile-level mathematics exam. The correspondence between the primary score and the test score is shown below.

There are 2 thresholds for the Russian language - obtaining a certificate (green line in the photo) and entering a university (red line).

In addition, there is an approximate correspondence between the test score and the school grade (using a five-point system). For example, the following Unified State Exam results correspond to a rating of “5”:

Of course, every year the minimum scores for admission to universities change upward. Unified State Examination results are valid for 4 years.

It has been established how the state final certification (FCA) is carried out for educational programs of secondary general education.

The following forms of GIA are distinguished.

The first is the Unified State Exam. Graduates are required to take mathematics and the Russian language. Other subjects are chosen at the discretion of the student. The second form is the state final exam. It is carried out in special closed educational institutions, in institutions executing sentences of imprisonment, as well as for persons with disabilities (including the disabled). At the same time, at the request of examinees, the Unified State Examination can be conducted in individual subjects. For students who choose an exam in their native language and (or) native literature, the form of the exam is determined by regional executive authorities.

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, do not pass the State Examination Test in the relevant subject.

The choice of disciplines that the student will take must be decided before March 1 (the corresponding application is submitted). Then items can only be changed for a valid reason.

Particular attention is paid to the procedure for conducting the Unified State Exam.

The Unified State Examination is conducted according to a unified schedule. At the same time, exams in compulsory subjects begin no earlier than May 25, and for the rest - no earlier than April 20 of the current year. For graduates of previous years, the Unified State Exam may be held ahead of schedule. At least 2 days must pass between mandatory exams and others.

During the Unified State Exam there are no more than 25 people in the classrooms. Rooms not used for examinations are locked and sealed. Auditoriums are equipped with video surveillance equipment. The exam recording is stored for at least 3 months.

On the desktop, in addition to exam materials, for example, there is a pen, a passport, medicines and food (if necessary), a form for sending comments to the State Examination Committee about violations of the State Examination procedure.

It has been established how the results of the Unified State Examination are approved, as well as how an appeal is filed.

Previous acts relating to the State Property Inspectorate are no longer valid.

Application

The procedure for conducting state final certification for educational programs of secondary general education

I. General provisions

1. The procedure for conducting state final certification for educational programs of secondary general education (hereinafter - the Procedure) determines the forms of conducting state final certification for educational programs of secondary general education (hereinafter - GIA), participants, terms and duration of GIA, requirements for the use of teaching aids and education, means of communication during the State Examination, requirements for persons involved in the State Examination, the procedure for checking examination papers, the procedure for filing and considering appeals, changes and (or) cancellation of the State Examination results.

2. GIA, which completes the development of state-accredited basic educational programs of secondary general education, is mandatory.

3. Students who in the current academic year are winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, members of national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation 1 (hereinafter referred to as the Ministry of Education and Science of Russia), are exempt from passing the state final certification in an academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

Students in educational programs of secondary vocational education who do not have secondary general education have the right to pass the State Examination, which completes the development of educational programs of secondary general education and upon successful completion of which they are issued a certificate of secondary general education 2.

4. The State Examination is carried out by state examination commissions (hereinafter referred to as the State Examination Commission) in order to determine the compliance of the results of students’ mastery of basic educational programs with the relevant requirements of the federal state educational standard 3.

5. The State Examination is conducted in the Russian language and mathematics (hereinafter referred to as compulsory subjects). Exams in other academic subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages ​​of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice.

6. The State Examination in all academic subjects specified in paragraph 5 of this Procedure (with the exception of foreign languages, as well as the native language and native literature) is conducted in Russian.

II. Forms of State Examination

7. State examination is carried out:

a) in the form of a unified state examination (hereinafter referred to as the Unified State Examination) using control measuring materials, which are sets of tasks of standardized form 4 (hereinafter referred to as KIM), - for students in educational programs of secondary general education, including foreign citizens and stateless persons , including compatriots abroad, refugees and internally displaced persons who have completed educational programs of secondary general education in full-time, part-time or part-time forms, as well as for persons who have completed educational programs of secondary general education in the form of family education or self-education and admitted to the current year to the State Examination Inspectorate;

b) in the form of a state final exam (hereinafter - GVE) using texts, topics, assignments, tickets - for students in educational programs of secondary general education in special closed educational institutions, as well as in institutions executing sentences of imprisonment , for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education integrated with educational programs of basic general and secondary general education, for students with disabilities or for students with disabilities and disabled people in educational programs of secondary general education 5 ;

c) in the form established by the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education 6 - for students in educational programs of secondary general education who have studied their native language and native literature (national literature in their native language) and have chosen an exam in their native language and (or) native literature for passing the State Examination.

8. For students in educational programs of secondary general education in special closed educational institutions, as well as in institutions executing punishment in the form of imprisonment, for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education, integrated with educational programs of basic general and secondary general education, for students with disabilities or for disabled children and people with disabilities studying in educational programs of secondary general education, GIA in individual academic subjects, at their request, is carried out in the form Unified State Exam.

III. GIA participants

9. Students who do not have academic debt and have completed the curriculum or individual curriculum in full (having annual grades in all academic subjects of the curriculum for each year of study in the educational program of secondary general education are not lower than satisfactory) are admitted to the State Academic Examination.

10. Students who have mastered the educational program of secondary general education in the form of self-education or family education, or who have studied in an educational program of secondary general education that does not have state accreditation, have the right to take an external state examination in an organization that carries out educational activities in an educational program of secondary general education that has state accreditation, in the forms established by this Procedure 7.

These students are admitted to the State Examination Examination subject to the condition that they receive grades no lower than satisfactory at the intermediate certification.

11. The educational subjects chosen by the student, the form(s) of the State Academic Examination (for students specified in paragraph 8 of this Procedure) are indicated by him in the application.

The application is submitted before March 1 to the organization carrying out educational activities in which the student mastered the educational programs of secondary general education, and for the persons specified in paragraph 10 of this Procedure - to the organization carrying out educational activities under a state accredited educational program of secondary general education.

Students change (supplement) the list of exams specified in the application if they have valid reasons (illness or other documented circumstances). In this case, the student submits an application to the State Examination Committee indicating the amended list of academic subjects for which he plans to pass the State Examination, and the reasons for changing the previously declared list. This application must be submitted no later than one month before the start of the relevant exams.

Persons who have completed educational programs of secondary general education in previous years and have an education document confirming receipt of secondary general education (or educational programs of secondary (complete) general education - for persons who have received an education document confirming receipt of secondary (complete) general education, before September 1, 2013), as well as citizens with a general secondary education received in foreign educational organizations (hereinafter referred to as graduates of previous years), also take the Unified State Exam, including if they have valid Unified State Exam results from previous years.

Founders of educational organizations located outside the territory of the Russian Federation and implementing educational programs of secondary general education with state accreditation (hereinafter - founders), foreign institutions of the Ministry of Foreign Affairs of the Russian Federation (hereinafter - MFA of Russia), having in their structure specialized structural educational units (hereinafter - foreign institutions), allow graduates of previous years to take the Unified State Exam if there is an opportunity to organize the Unified State Exam for these persons in educational organizations located outside the territory of the Russian Federation and implementing state-accredited educational programs of secondary general education, foreign institutions.

To participate in the Unified State Exam, these individuals submit, before March 1, to the places of registration for taking the Unified State Exam, an application indicating the list of academic subjects for which they plan to take the Unified State Exam this year.

If it is not possible to participate in the Unified State Examination within the deadlines established in accordance with paragraph 27 of this Procedure, graduates of previous years submit a corresponding application before July 5 of the current year and participate in the Unified State Examination within the additional deadlines established in accordance with paragraph 28 of this Procedure.

12. Applications specified in paragraph 11 of this Procedure are submitted by students, graduates of previous years personally on the basis of an identification document, or by their parents (legal representatives) on the basis of an identification document, or by authorized persons on the basis of an identification document identity, and a power of attorney executed in accordance with the established procedure.

When submitting an application, students and graduates of previous years with disabilities present a copy of the recommendations of the psychological-medical-pedagogical commission, and students, graduates of previous years, children with disabilities and people with disabilities - the original or a duly certified copy of a certificate confirming the fact of disability, issued by the federal government. state institution of medical and social examination.

Graduates of previous years present original educational documents when submitting an application. The original foreign document on education is presented with a duly certified translation from a foreign language.

IV. Organization of the State Examination

13. The Federal Service for Supervision in Education and Science (hereinafter referred to as Rosobrnadzor) performs the following functions within the framework of the State Examination:

establishes the procedure for the development, use and storage of CMMs (including requirements for their protection regime, the procedure and conditions for posting information contained in CMMs on the Internet information and telecommunications network (hereinafter referred to as the Internet) 8 ;

provides methodological support for conducting state inspection 9;

together with the founders, the Russian Ministry of Foreign Affairs and foreign agencies, ensures the conduct of state inspections outside the territory of the Russian Federation 10 , including the creation of State Examination Committee, subject and conflict commissions for the conduct of state inspections outside the territory of the Russian Federation, and organizes their activities 11 ;

organizes the development of CIMs for conducting the Unified State Examination, criteria for assessing examination papers completed using these CIMs (hereinafter referred to as assessment criteria), texts, topics, assignments, tickets and assessment criteria for conducting the State Examination, including creating commissions for the development of CIMs for each academic subject ( hereinafter referred to as the Commission for the Development of CMM), and also organizes the provision of the specified materials to the GEC 12;

organizes a centralized check of students' examination papers completed on the basis of KIM 13;

determines the minimum number of Unified State Exam points confirming the completion of the educational program of secondary general education (hereinafter referred to as the minimum number of points) 14 ;

organizes the formation and maintenance of a federal information system for ensuring the conduct of the State Examination of students who have mastered the basic educational programs of basic general and secondary general education, and the admission of citizens to educational organizations to obtain secondary vocational and higher education (hereinafter referred to as the federal information system) 15 in the manner established by the Government of the Russian Federation Federation 16.

14. The executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, ensure the conduct of the State Examination, including:

create the State Electoral Commission (with the exception of the approval of the chairmen of the State Electoral Commission), subject and conflict commissions of the constituent entities of the Russian Federation and organize their activities 17 ;

ensure the training and selection of specialists involved in conducting state inspection in accordance with the requirements of this Procedure;

establish the form and procedure for conducting GIA for students who have studied their native language and native literature;

develop examination materials for conducting the State Examination in the native language and native literature;

in agreement with the State Examination Committee, they determine the places of registration for passing the Unified State Exam, the locations of examination points (hereinafter referred to as the PPE) and the distribution of students and graduates of previous years among them, the composition of the leaders and organizers of the PPE, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure ;

organize the formation and maintenance of regional information systems to support the conduct of the State Examination of students who have mastered the basic educational programs of basic general and secondary general education (hereinafter referred to as regional information systems) 18 and entering information into the federal information system in the manner established by the Government of the Russian Federation 19 ;

organize informing students and their parents (legal representatives), graduates of previous years on the organization and conduct of State Examinations through organizations engaged in educational activities and local government bodies that manage the field of education, as well as through interaction with the media, organizing the operation of telephones “hotline” and maintaining a section on the official websites on the Internet of executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, or specialized websites;

ensure processing and verification of examination papers in accordance with this Procedure;

ensure that students and graduates of previous years are familiarized with the results of the State Examination Test in all academic subjects within the time limits established by this Procedure;

carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia 20 .

15. The founders, the Russian Ministry of Foreign Affairs and foreign institutions ensure the conduct of the State Examination outside the territory of the Russian Federation, including:

participate in the activities of the State Examination Committee, subject and conflict commissions created to conduct state examinations outside the territory of the Russian Federation;

ensure the training and selection of specialists involved in conducting state inspections in accordance with the requirements of this Procedure;

in agreement with the State Examination Committee, determine the places of registration for taking the Unified State Examination, the location of the PET and the distribution of students and graduates of previous years among them, the composition of the leaders and organizers of the PET, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

ensure information security during the storage, use and transfer of examination materials, including determining the storage locations of examination materials, persons who have access to them, take measures to protect CIM from disclosure of the information contained in them;

organize the entry of information into the federal information system in the manner established by the Government of the Russian Federation 21 ;

organize informing students and their parents (legal representatives), graduates of previous years on the organization and conduct of the state examination through organizations engaged in educational activities and foreign institutions, as well as through interaction with the media, organizing the work of hotlines and maintaining a section on official websites on the Internet of founders and foreign institutions or specialized websites;

ensure that the State Examination is carried out in the PPE in accordance with the requirements of this Procedure;

ensure the processing of examination papers in accordance with the requirements of this Procedure;

ensure that students and graduates of previous years are familiarized with the results of exams in all academic subjects within the time limits established in accordance with paragraph 72 of this Procedure;

carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia 22.

16. In order to inform citizens about the procedure for conducting state inspection in the media, in which the official publication of regulatory legal acts of government bodies of the constituent entities of the Russian Federation is carried out, on the official websites of executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, founders, foreign institutions , organizations engaged in educational activities, or specialized websites publish the following information:

on the deadlines and places for submitting applications for passing the State Examination, places of registration for passing the Unified State Exam (for graduates of previous years) - until December 31;

17. Organizational and technological support for conducting state examinations outside the territory of the Russian Federation, ensuring activities related to the operation of the federal information system, and conducting a centralized check of examination papers performed on the basis of the CIM are carried out by an organization determined in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

Organizational and technological support for conducting state examinations in the territories of the constituent entities of the Russian Federation, including ensuring activities for the operation of regional information systems and interaction with the federal information system, processing examination papers of students and graduates of previous years is carried out by organizations determined in accordance with the legislation of the Russian Federation - regional processing centers information (hereinafter referred to as RCIO).

18. The composition of the State Examination Committee is formed from representatives of executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers in the field of education, founders of the Ministry of Foreign Affairs of Russia and foreign institutions, local government bodies, organizations engaged in educational activities , scientific, public and other organizations and associations, as well as representatives of Rosobrnadzor.

The compositions of GEC created in the constituent entities of the Russian Federation are approved by Rosobrnadzor.

19. The general management and coordination of the activities of the SES is carried out by its chairman, approved by Rosobrnadzor.

Chairman of the State Examination Committee:

organizes the formation of the composition of the SES and submits it for approval to Rosobrnadzor;

coordinates the proposals of the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia on the personal composition of the leaders and organizers of the educational program, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

coordinates the proposals of the executive body of the constituent entity of the Russian Federation that carries out public administration in the field of education, the founders, the Russian Ministry of Foreign Affairs regarding the places of registration for taking the Unified State Exam, the locations of the PPE and the distribution of students and graduates of previous years between them;

organizes the formation of the composition of subject commissions, submits for approval to Rosobrnadzor candidates for chairmen of subject commissions, upon the proposal of chairmen of subject commissions, determines candidacies of members of subject commissions sent for inclusion in the subject commissions created by Rosobrnadzor;

makes a decision on sending members of the State Examination Committee to the PPE, RCIO, subject commissions and the conflict commission to monitor the conduct of the State Examination;

considers issues of violation of the established procedure for conducting state inspection by persons involved in conducting state inspection, takes measures to eliminate violations, including making a decision to remove these persons from work related to conducting state inspection;

after each exam, considers information received from members of the State Examination Committee, public observers, officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, and other persons about violations identified during the State Examination, takes measures to counteract violations the established procedure for conducting state inspection, including organizing inspections on facts of violation of the established procedure for conducting state inspection, makes a decision on the removal of persons who violated the established procedure for conducting state inspection from work related to conducting state inspection;

reviews the results of the State Examination and makes decisions on approval, modification and (or) cancellation of the results of the State Examination;

makes decisions on admission (re-admission) to take the State Examination Test in the cases established by this Procedure.

20. Members of the State Examination Committee:

ensure compliance with the established procedure for conducting the State Examination, including, by decision of the Chairman of the State Examination Committee, by March 31, check the readiness of the PSE, ensure the delivery of examination materials to the PSE, monitor the conduct of the State Examination in the PSE, RCIO, subject commissions and the conflict commission;

interact with the head and organizers of the PES, public observers, officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, present in the PES, RCIO, subject commissions and the conflict commission on issues of compliance with the established procedure for conducting the State Examination;

in case of detection of violations of the established procedure for conducting the State Examination, they make decisions to remove students, graduates of previous years, as well as other persons in the PPE from the exam; in agreement with the chairman of the State Examination Committee, they make a decision to stop the exam in the PSE or in separate audiences of the PSE.

21. Checking the examination works of students and graduates of previous years (including oral answers) is carried out by subject commissions in the relevant academic subjects.

The composition of subject commissions for each academic subject is formed from persons who meet the following requirements (hereinafter referred to as experts):

presence of higher education;

compliance with the qualification requirements specified in qualification reference books and (or) professional standards;

having work experience in organizations engaged in educational activities and implementing educational programs of secondary general, secondary vocational or higher education (at least three years);

availability of a document confirming receipt of additional professional education, including practical training (at least 18 hours) on assessing samples of examination papers in accordance with the assessment criteria for the relevant academic subject, determined by Rosobrnadzor 23.

22. The general management and coordination of the activities of the subject commission in the relevant academic subject is carried out by its chairman. Candidates for chairpersons of subject commissions created in the constituent entities of the Russian Federation are approved by Rosobrnadzor.

Chairman of the subject commission:

submits to the State Examination Committee proposals on the composition of the subject commission, on the candidacies of experts proposed for inclusion in the subject commissions created by Rosobrnadzor;

in agreement with the head of the RCIO, creates a work schedule for the subject commission;

provides consultations to experts on issues of assessing examination papers;

interacts with the head of the RCIO, the chairman of the conflict commission, the Commission for the development of CIM;

submits to the State Examination Committee information about the expert’s violation of the established procedure for conducting state inspection.

23. Consideration of appeals from students and graduates of previous years is carried out by a conflict commission, which does not include members of the State Examination Committee and subject commissions. The composition of conflict commissions is formed from representatives of executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders, the Ministry of Foreign Affairs of Russia and foreign institutions, local governments, organizations engaged in educational activities, scientific, public and other organizations and associations.

Mediation board:

accepts and considers appeals from students and graduates of previous years regarding violations of the established procedure for conducting the state examination, as well as disagreement with the assigned scores;

Based on the results of consideration of the appeal, makes a decision to satisfy or reject appeals of students and graduates of previous years;

informs students, graduates of previous years who filed appeals, and (or) their parents (legal representatives), as well as the State Examination Committee about the decisions made.

The general management and coordination of the activities of the conflict commission is carried out by its chairman.

24. Decisions of the State Examination Committee and conflict commissions are documented in protocols. In case of equality of votes, the decisive vote is that of the chairman of the State Electoral Commission, the conflict commission.

25. In order to facilitate the conduct of the State Examination, organizations carrying out educational activities:

send their employees to work as managers and organizers of the PES, members of the State Examination Committee, subject commissions, conflict commissions, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation 24 ;

Upon signature, students and their parents (legal representatives), graduates of previous years are informed about the terms, places and procedure for submitting applications for passing the State Examination, including in the Unified State Examination form, about the place and timing of the State Examination, about the procedure for conducting the State Examination, including grounds for removal from the exam, changing or canceling the results of the State Examination Test, about the recording of video recordings during the exam in the PPE and classrooms, about the procedure for filing and considering appeals, about the time and place of familiarization with the results of the State Examination Test, as well as about the results of the State Examination Test received by the student, graduate of previous years.

26. In order to ensure compliance with the procedure for conducting the state inspection, citizens accredited as public observers in the manner established by the Ministry of Education and Science of Russia 25 are given the right:

upon presentation of an identity document and a public observer certificate, be present at all stages of the State Examination, including when checking examination papers and when considering appeals regarding violations of the established procedure for conducting the State Examination, disagreement with the assigned points;

send information about violations identified during the state inspection to federal executive authorities, executive authorities of constituent entities of the Russian Federation exercising public administration in the field of education, and local government authorities exercising administration in the field of education 26 .

V. Timing and duration of the State Examination

27. To conduct the Unified State Examination and the State Examination on the territory of the Russian Federation and abroad, a unified examination schedule is provided. The duration of examinations is established for each academic subject.

State examination in compulsory academic subjects begins no earlier than May 25 of the current year, for other academic subjects - no earlier than April 20 of the current year.

28. For persons re-admitted this year to take exams in relevant academic subjects in the cases provided for by this Procedure, and graduates of previous years, additional deadlines for conducting the State Examination are provided in the forms established by this Procedure (hereinafter referred to as additional deadlines).

29. For the following categories of students, graduates of previous years, the State Examination in compulsory academic subjects, by decision of the chairman of the State Examination Committee, is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure:

1) students and graduates of previous years who were called up for military service during the period of the State Civil Aviation Examination - upon presentation of the agenda of the military commissariat;

2) students traveling to Russian or international sports competitions, competitions, shows, olympiads and training camps during the period of the State Examination - upon the proposal of sports and other organizations sending students to the relevant events;

3) students leaving for permanent residence during the State Examination period - upon presentation of documents confirming permission to enter and (or) reside in a foreign country;

4) students traveling to continue their studies in a foreign country during the period of the State Examination - upon presentation of documents confirming enrollment or admission to the competition, entrance examinations in a foreign educational organization;

5) students, graduates of previous years, sent for medical reasons to treatment and preventive medical organizations for treatment, rehabilitation and health-improving activities during the period of the State Examination - upon presentation of a referral issued by a treatment and preventive medical organization.

30. GIA in the form of GVE for students in institutions serving a sentence of imprisonment, released from serving the sentence no earlier than three months before the start of the GEA, is carried out within the time frame determined by the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education , in agreement with the founders of such institutions, but not earlier than February 20 of the current year.

31. The break between examinations in compulsory academic subjects, the dates for which are established in accordance with paragraph 27 of this Procedure, is at least two days.

32. The duration of the examination in academic subjects does not include the time allocated for preparatory activities (instructing students and graduates of previous years, issuing examination materials to them, filling out the registration fields of examination papers, setting up the necessary technical means used during examinations).

If the exam lasts 4 hours or more, meals will be provided for students.

For students and graduates of previous years specified in paragraph 37 of this Procedure, the duration of the exam increases by 1.5 hours.

33. By decision of the chairman of the State Examination Committee, the following are re-admitted to take exams this year in the relevant academic subject in additional terms:

students who received an unsatisfactory result in one of the compulsory subjects at the State Examination Test;

students and graduates of previous years who did not appear for exams for good reasons (illness or other documented circumstances);

students and graduates of previous years who did not complete the examination work for good reasons (illness or other documented circumstances);

students and graduates of previous years for whom the conflict commission granted an appeal for violation of the established procedure for conducting state examination;

students and graduates of previous years, whose results were canceled by the decision of the chairman of the State Examination Committee in the event of violations of the established procedure for conducting the State Examination, committed by the persons specified in paragraph 40 of this Procedure, or by other (including unidentified) persons.

VI. Carrying out State Examination

34. KIM for the Unified State Exam are delivered to the constituent entities of the Russian Federation, foreign institutions and founders on paper in specialized packaging or electronic media in encrypted form.

The schedule for the delivery of examination materials and the type of media on which CIMs are provided are agreed upon by the founders, the Russian Ministry of Foreign Affairs and the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, with the authorized organization no later than March 1.

Examination materials for conducting GVE are sent to the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education, foreign institutions and founders no earlier than a month before the start of exams in the relevant academic subjects in electronic form, ensuring the confidentiality and security of the information contained in them. Examination materials for early conduct of the GVE are sent to the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, foreign institutions and founders according to a schedule agreed upon by the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, the founders, the Russian Ministry of Foreign Affairs and Rosobrnadzor. Replication of examination materials for conducting the State Examination is ensured by executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education, founders, and foreign institutions.

Storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMMs established by Rosobrnadzor 27 . Opening examination materials before the start of the exam, disclosing information contained in the CIM, examination materials for conducting the State Examination is prohibited.

35. Examinations are held in educational institutions, the locations of which are approved by the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia in agreement with the State Examination Committee.

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, the founders and the Ministry of Foreign Affairs of Russia, in agreement with the State Examination Committee, make a decision to postpone the exam to another PPE or to another day provided for in the schedules of the Unified State Examination and the State Examination.

36. The number, total area and condition of the premises provided for conducting the State Examination (hereinafter referred to as the auditorium) ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

The number and location of PES are determined based on the fact that there are at least 15 students in the PES (with the exception of PES organized for persons specified in paragraph 37 of this Procedure, including PES organized at home, in hard-to-reach and remote areas, in special closed educational institutions, in institutions executing sentences of imprisonment, as well as those located outside the territory of the Russian Federation, including in foreign institutions), graduates of past years, while in each classroom there are no more than 25 students, graduates of past years in compliance with the relevant requirements of sanitary and epidemiological rules and regulations. If it is not possible to organize a PES in accordance with the specified requirement, additional control measures are provided to monitor compliance with the established procedure for conducting state inspection.

Rooms not used for the examination are locked and sealed for the duration of the examination.

During exams, stands, posters and other materials with reference and educational information on relevant academic subjects are closed in the classrooms.

For each student and graduate of previous years, a separate workplace is allocated. There is a place in the classroom for personal belongings of students and graduates of previous years.

In the cases provided for by this Procedure, classrooms allocated for examinations are equipped with computers.

PES are equipped with stationary or portable metal detectors and video surveillance equipment. The storage period for the examination video recording is at least three months from the date of the examination. According to the decision of the State Commission, PES are equipped with systems for suppressing mobile communications signals.

Auditoriums are equipped with video surveillance equipment. The absence of video surveillance equipment, a faulty condition or shutdown of these means during the examination, as well as the absence of a video recording of the exam, is grounds for stopping the exam in the PET or individual classrooms of the PET in accordance with paragraph 20 of this Procedure or canceling the results of the State Examination in accordance with paragraph 70 of this Procedure and re-admission of students and graduates of previous years to take the exam in accordance with paragraph 33 of this Procedure. In the event of a malfunction, disconnection of video surveillance equipment or absence of video recording of the exam, a member of the State Examination Committee draws up a report, which is submitted to the chairman of the State Examination Committee on the same day. Video surveillance materials are used by persons involved in conducting the Unified State Examination in order to detect facts of violation of the procedure for conducting the Unified State Examination. The storage period for the video recording of the exam, on the basis of which the decision was made to stop the exam in the PPE or individual classrooms of the PPE, to remove a student, a graduate of previous years from the exam, or to cancel the exam results, is at least three years from the date of the corresponding decision.

37. For students, graduates of previous years with disabilities, students, graduates of previous years, children with disabilities and disabled people, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, in which necessary medical, rehabilitation and health measures for those in need of long-term treatment, executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, foreign institutions and founders organize the conduct of state tests in conditions that take into account the state of their health, features of psychophysical development.

The material and technical conditions of the examination provide the possibility of unimpeded access for such students, graduates of previous years to classrooms, toilets and other premises, as well as their stay in these premises (presence of ramps, handrails, widened doorways, elevators; in the absence of elevators, the classroom is located on the first floor; availability of special chairs and other devices).

During the examination, there are assistants present who provide the indicated students and graduates of previous years with the necessary technical assistance, taking into account their individual capabilities, helping them to take a workplace, move around, and read the task.

These students and graduates of previous years, taking into account their individual capabilities, use the technical means they need in the process of passing the exam.

For deaf and hard of hearing students and past graduates, exam rooms are equipped with sound amplification equipment for both collective and individual use; if necessary, an assistant sign language interpreter is involved.

For blind students and graduates of previous years:

examination materials are prepared in embossed dotted Braille or in the form of an electronic document accessible via a computer;

The written examination work is completed in raised-dot Braille or on a computer.

For visually impaired students and graduates of previous years, examination materials are copied in an enlarged size; exam rooms are provided with magnifying devices and individual uniform lighting of at least 300 lux. Copying of examination materials occurs on the day of the examination in the presence of the head of the PPE and members of the State Examination Committee.

For students and graduates of previous years with musculoskeletal disorders:

written examination work is performed on a computer with specialized software;

GVE in all academic subjects, at their request, is carried out orally.

During the exam, meals and breaks are organized for these students and graduates of previous years to carry out the necessary therapeutic and preventive measures.

For people who, for medical reasons, are unable to come to the PPE, the exam is organized at home.

38. For students who have completed educational programs of secondary general education in special educational institutions of open and closed types, as well as in institutions executing punishment in the form of imprisonment, the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, with the assistance the administrations of such institutions organize the State Examination, taking into account the special conditions of detention and the need to ensure public safety during the State Examination.

39. The PSE allocates a room(s) for the head of the PSE, equipped with telephone communications, a printer and a personal computer with the necessary software for the automated distribution of students, graduates of previous years and organizers into classrooms for the examination (if such distribution is made in the PSE), and also for the safe storage of examination materials. In the case of using CMM on electronic media in encrypted form, PET managers are also provided with specialized software for decoding and duplicating examination materials and access to the Internet. If, by decision of the State Examination Committee, scanning of examination papers of students and graduates of previous years is carried out in the PES (in classrooms), then the PES are also provided with scanners.

The PET provides premises for representatives of organizations carrying out educational activities, accompanying students (hereinafter referred to as accompanying persons), representatives of the media, public observers and other persons who have the right to be present at the PET on the day of the exam. The specified premises are isolated from the classrooms for the examination.

40. On the day of the exam, the following are present at the PPE:

a) the leader and organizers of the PES;

b) members of the State Examination Committee;

c) a technical specialist in working with software, providing information and technical assistance to the head and organizers of the PES;

d) the head of the organization in whose premises the PES is organized, or a person authorized by him;

e) law enforcement officers and (or) employees of internal affairs bodies (police);

f) medical workers and assistants providing the necessary technical assistance to the persons specified in paragraph 37 of this Procedure, taking into account their state of health, characteristics of psychophysical development, including directly during the examination;

g) accompanying persons.

The leaders and organizers of the PES are appointed by the executive body of the constituent entities of the Russian Federation that carries out public administration in the field of education, the founder, the Ministry of Foreign Affairs of Russia in agreement with the State Examination Committee.

Persons who have undergone appropriate training are involved as leaders and organizers of PES. When conducting the Unified State Examination in an academic subject, the organizers and assistants do not include specialists in this academic subject. It is not allowed to involve pedagogical workers who are teachers of students taking the exam in this PES as leaders and organizers of PES, as well as assistants and technical specialists (with the exception of PES organized in hard-to-reach and remote areas, in organizations carrying out educational activities outside the territory of the Russian Federation). Federation, foreign institutions, as well as in institutions of the penal system).

Leaders and organizers of the PET, members of the State Examination Committee are informed about the location of the PET to which they are sent no earlier than three working days before the exam in the relevant academic subject.

On the day of the exam, by decision of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, officials of these bodies are present in the PPE.

On the day of the exam, representatives of the media and public observers, accredited in the prescribed manner, are also present at the PPE if desired.

Representatives of the media are present in the examination rooms only until students and graduates of previous years begin filling out the registration fields of the examination paper.

Public observers move freely throughout the PES. In this case, there is only one public observer in one audience.

41. Admission to the PPE of the persons specified in paragraph 40 of this Procedure is carried out only if they have documents identifying their identity and confirming their authority. Admission of students and graduates of previous years to the PES is carried out if they have documents proving their identity and if they are on the distribution lists for this PES.

If a student does not have an identification document, he is admitted to the PPE after confirmation of his identity by an accompanying person.

At the entrance to the PPE, law enforcement officers and (or) employees of internal affairs bodies (police) together with the organizers check the availability of the specified documents from students, graduates of previous years, as well as persons specified in paragraph 40 of this Procedure, establish the conformity of their identity submitted documents, check the presence of the specified persons in the distribution lists in this PES.

42. Examination materials are delivered to the PPE by members of the State Examination Committee on the day of the examination in the relevant academic subject.

43. Before the start of the exam in the form of the Unified State Exam, the head of the PPE organizes the automated distribution of students, graduates of previous years and organizers among the audiences. According to the decision of the State Examination Committee, the automated distribution of students, graduates of previous years and organizers into classrooms is carried out by the RCIO. In this case, the distribution lists are transferred to the PES along with the examination materials. The distribution of students and graduates of previous years specified in paragraph 37 of this Procedure is carried out individually, taking into account their state of health and characteristics of psychophysical development.

Lists of the distribution of students and graduates of previous years into classrooms are handed over to the organizers, and are also posted on the information stand at the entrance to the PPE and at each classroom in which the exam will be held. The organizers provide assistance to students and graduates of previous years in placement in the classrooms in which the exam will be held.

Organizers are distributed among audiences based on the fact that there are at least two organizers in each audience. During the exam, some of the organizers are on the floors of the PSE and help students and graduates of previous years navigate the premises of the PSE, and also monitor the movement of persons not involved in the examination.

In the case of using KIM on electronic media in encrypted form, the head of the PES receives from the RCIO the code for decoding the KIM and, in the presence of members of the State Examination Committee and public observers (if any), organizes the decryption, replication on paper of the KIM and packaging of examination materials for the Unified State Exam. According to the decision of the State Examination Committee, the replication of CMMs is carried out in classrooms in the presence of students and graduates of previous years. The time for receiving the decryption code and the start of replication of the KIM is agreed upon by the founders, the Russian Ministry of Foreign Affairs and the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, with the authorized organization.

44. Students and graduates of previous years are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.

Before the start of the exam, the organizers provide instructions to students and graduates of previous years, including information about the procedure for conducting the exam, the rules for preparing the examination paper, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the State Examination and about disagreement with the assigned points, about cases of removal from the exam , as well as the time and place of familiarization with the results of the State Examination.

The organizers inform students and graduates of previous years that entries on CMMs and drafts are not processed or checked.

The organizers provide students and graduates of previous years with examination materials. Examination materials for the Unified State Examination include KIM, registration forms, forms for answering tasks with a choice of answers, with a short answer, with an extended answer (hereinafter referred to as the Unified State Examination forms). Examination materials for conducting GVE in written form include tasks and sheets (notebooks) for answers.

If examination materials are found to be defective or incomplete, the organizers will issue the student or graduate of previous years with a new set of examination materials.

At the direction of the organizers, students and graduates of previous years fill out the registration fields of the examination paper. The organizers check that students and graduates of previous years have filled out the registration fields of the examination work correctly. Upon completion of filling out the registration fields of the examination work by all students and graduates of previous years, the organizers announce the beginning of the exam and its end time, record them on the board (information stand), after which students and graduates of previous years begin to complete the examination work.

If there is not enough space in the form for answers to tasks with a detailed answer, at the request of a student or a graduate of previous years, the organizers issue him an additional form. In this case, the organizer indicates the number of the additional form in the previous answer form for tasks with a detailed answer. Students and graduates of previous years are given drafts as needed. It is allowed to make notes in the CMM.

Each student and graduate of previous years is also given a form for sending comments to the State Examination Committee about violations of the State Examination procedure. After the exam, all forms (both completed and unfilled) are collected and sent to the State Examination Office.

45. During the exam, students and graduates of previous years comply with the established procedure for conducting the State Examination and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the State Examination in the classroom and monitor it.

The exam is taken by students and graduates of previous years independently without the help of outsiders. During the exam, on the desktop of a student, a graduate of previous years, in addition to exam materials, there are:

b) identification document;

c) means of training and education 28;

d) medications and food (if necessary);

e) special technical means (for the persons specified in paragraph 37 of the Procedure);

f) a form for sending comments about violations of the State Examination procedure to the State Examination Committee.

Students and graduates of previous years leave other things in a specially designated place in the classroom for personal belongings of students and graduates of previous years.

During the exam, students and graduates of previous years should not communicate with each other and cannot move freely around the audience and PPE. During the exam, students and graduates of previous years can leave the classroom and move around the PPE, accompanied by one of the organizers. When leaving the classroom, students and graduates of previous years leave exam materials and drafts on the desktop.

During the exam in the PPE it is prohibited:

a) students and graduates of previous years - have with them communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

b) organizers, assistants providing the necessary technical assistance to the persons specified in paragraph 37 of this Procedure, technical specialists - have communication means with them;

c) to the persons listed in paragraph 40 of this Procedure - to provide assistance to students and graduates of previous years, including transferring to them communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other storage means and transfer of information;

d) students, graduates of previous years, organizers, assistants providing the necessary technical assistance to the persons specified in paragraph 37 of this Procedure, technical specialists - remove examination materials on paper or electronic media from the classrooms and PPE, take photographs of examination materials.

Persons who violate the established procedure for conducting the State Examination are removed from the exam. To do this, the organizers, the head of the PES or public observers invite members of the State Examination Committee, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the State Examination from the PES.

If a student or a graduate of previous years does not complete the examination work for health reasons or other objective reasons, then he leaves the classroom early. In this case, the organizers invite a medical worker and members of the State Examination Committee, who draw up an act on the early completion of the exam for objective reasons.

Acts on removal from the exam and on early completion of the exam for objective reasons are sent on the same day to the State Examination Committee and the Regional Center for Examination for registration when processing examination papers.

46. ​​When conducting the Unified State Exam in foreign languages, the exam includes a “Listening” section, all tasks for which are recorded on audio media.

The auditoriums allocated for the “Listening” section are equipped with means of playing audio media.

To complete the tasks in the “Listening” section, technical specialists or organizers set up an audio playback device so that all students and graduates of previous years can hear it. The audio recording is listened to by students and graduates of previous years twice, after which they begin to complete the examination work.

47. When conducting the Unified State Exam in foreign languages, the exam also includes a “Speaking” section, oral answers to the tasks of which are recorded on audio media.

To complete tasks in the “Speaking” section, classrooms equipped with digital audio recording equipment are used. Technicians or organizers set up digital audio recording tools to accurately record oral responses.

Students and graduates of previous years receive a registration form and assignments for the oral part of the KIM. Students and graduates of previous years are invited one by one to record oral answers to KIM assignments. In the classroom, a student, a graduate of previous years, approaches the digital audio recording device and, at the command of the organizer, loudly and clearly gives an oral response to CMM tasks. The organizer allows the student, a graduate of previous years, to listen to the recording of his answer and make sure that it was produced without technical failures. If a technical failure occurs during recording, the student or graduate of previous years is given the right to take the “Speaking” section again.

48. When conducting GVE orally, students’ oral responses are recorded on audio media or recorded. Audiences intended for recording oral responses are equipped with digital audio recording equipment. In the classroom for recording oral responses, technicians or organizers set up digital audio recording tools to ensure high-quality recording of oral responses. After preparation, students are invited to a digital audio recording facility. Students, at the organizer’s command, loudly and clearly give an oral answer to the task. The organizer allows the student to listen to the recording of his answer and make sure that it was produced without technical failures. In the case of logging oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

49. 30 minutes and 5 minutes before the end of the exam, the organizers inform students and graduates of previous years about the imminent completion of the exam and remind them of the need to transfer answers from drafts and KIM to the exam paper.

After the exam time has expired, the organizers announce the end of the exam and collect exam materials from students and graduates of previous years. If answer forms for tasks with a detailed answer and additional forms contain blank areas (except for registration fields), then the organizers fill them out as follows: “Z”.

The organizers pack the collected examination materials into bags (separate for each type of material). On each package, the organizers mark the name, address and PPE number, audience number, name of the academic subject in which the exam was held, and the number of materials in the package, last name, first name, patronymic (if any) of the organizers.

Students, graduates of previous years, who completed the examination work ahead of schedule, hand it over to the organizers and leave the PPE without waiting for the exam to be completed.

50. Answers to examination tasks completed by blind and visually impaired students, graduates of previous years in specially provided notebooks and oversized forms, as well as examination papers completed on a computer, in the presence of members of the State Examination Committee, are transferred by assistants to the Unified State Exam forms.

51. Upon completion of the exam, members of the State Examination Committee draw up a report on the conduct of the Unified State Exam in the PPE, which is submitted to the State Examination Committee on the same day.

Unified State Examination papers of students and graduates of previous years are delivered on the same day by members of the State Examination Committee from the PPE to the RCOC, with the exception of the PSE, in which, by decision of the State Examination Committee, examination papers are scanned. In such PES, immediately after completion of the exam, a technician scans the examination papers in the presence of members of the State Examination Committee, the head of the PES and public observers (if any). By decision of the State Examination Committee, scanning of examination papers is carried out in classrooms in the presence of students and graduates of previous years. Scanned images of examination papers are transferred to RCIO, an authorized organization for further processing. Paper exam papers of the Unified State Examination are sent for storage to the RCIO, and the State Examination Examination - to places determined by the executive body of the constituent entity of the Russian Federation that carries out public administration in the field of education, the Russian Ministry of Foreign Affairs, and the founder.

Examination papers of the State Examination Examination are delivered on the same day by members of the State Examination Committee from the PPE to the subject commissions.

Unused and used examination materials, as well as used drafts, are sent to places determined by the executive body of the constituent entity of the Russian Federation that carries out public administration in the field of education, the Russian Ministry of Foreign Affairs, and the founder to ensure their storage. Unused and used examination materials are stored until December 31 of the current year, used drafts - for a month after the exam. After the specified period, the listed materials are destroyed by persons appointed by the executive body of the constituent entity of the Russian Federation exercising public administration in the field of education, the Russian Ministry of Foreign Affairs, and the founder.

VII. Checking examination papers and grading them

52. When conducting the State Examination in the form of the Unified State Examination, a hundred-point assessment system is used, in the form of the State Examination - a five-point assessment system.

53. Checking the Unified State Examination papers of students and graduates of previous years includes:

processing Unified State Exam forms;

checking the answers of students and graduates of previous years to exam assignments that require a detailed answer;

centralized checking of examination papers.

54. Unified State Examination papers of students, graduates of previous years, removed from the exam or who did not complete the examination work for objective reasons, in the cases provided for by this Procedure, are processed but not checked.

Entries in drafts and CMM are not processed or checked.

55. Processing of Unified State Examination forms is carried out by the RCIO using special hardware and software. The processing of examination papers received during the Unified State Examination outside the territory of the Russian Federation is carried out by an authorized organization.

RCIO processes Unified State Examination forms for all academic subjects. At the same time, the processing of Unified State Examination forms in the Russian language and mathematics must be completed by the RCIO no later than six calendar days after the relevant exam (including verification by subject commissions of answers to questions in the examination paper with a detailed answer); for other academic subjects - no later than four calendar days after the relevant exam, and for exams held ahead of schedule and at additional deadlines - no later than three calendar days after the relevant exam.

56. Processing of Unified State Examination papers includes:

scanning Unified State Exam forms;

recognition of information entered into Unified State Examination forms;

reconciliation of recognized information with the original information entered in the Unified State Examination forms;

providing subject commissions with anonymous copies of forms with answers to exam work assignments with a detailed answer, as well as forms of protocols for checking exam papers of the Unified State Examination;

scanning, recognition and verification of recognized information with the original information included in the protocols for checking examination papers of the Unified State Examination.

57. When checking oral answers to tasks in the “Speaking” section of the Unified State Exam in foreign languages, subject commissions are provided with files with digital audio recordings of oral answers in foreign languages ​​and specialized software for listening to them.

Advertisement Examination materials are stored in a room that excludes access to them by unauthorized persons and allows for the safety of these materials until December 31 of the current year and, after the specified period, are destroyed by the head of the Regional Educational Institution (a person authorized by the executive body of the constituent entity of the Russian Federation, exercising public administration in the field of education, Ministry of Foreign Affairs of Russia, founder).

59. As part of the verification of examination papers of students and graduates of previous years, subject commissions:

accept examination papers for consideration;

check the answers of students and graduates of previous years and evaluate them in accordance with assessment criteria for the relevant academic subject, the development of which is organized by Rosobrnadzor 29 .

Experts are prohibited from copying and removing examination papers, assessment criteria, protocols for checking examination papers from the specified premises, as well as disclosing to unauthorized persons the information contained in the specified materials. Upon completion of the inspection, the materials used by the experts (with the exception of examination protocols) are destroyed by a person determined by the head of the RCIO.

If it is established that an expert has violated the specified requirements, performed the duties assigned to him in bad faith, or used the status of an expert for personal purposes, the State Examination Committee makes a decision to exclude the expert from the subject commission.

60. Examination papers undergo the following types of checks:

b) in the cases established by this Procedure, interregional cross-check, check by a third expert (hereinafter referred to as the third check), re-check, as well as check as part of the consideration of an appeal about disagreement with the awarded points.

Only those experts who, upon the recommendation of the State Examination Committee, were included in the subject commissions created by Rosobrnadzor, are allowed to carry out the inspections specified in subparagraph “b” of this paragraph.

61. Based on the results of the first and second checks, experts independently assign points for each answer to the tasks of the Unified State Examination paper with a detailed answer, for each answer to the tasks of the GVE examination paper. The results of each assessment are entered into the protocol for checking by subject commissions the examination papers of students and graduates of previous years. After completion, protocols for checking examination papers of the Unified State Examination are transferred to the RCIO for further processing.

62. If there is a significant discrepancy in the scores given by two experts, a third check is assigned. A significant discrepancy in scores is defined in the assessment criteria for the relevant academic subject.

The expert carrying out the third check is provided with information about the scores assigned by the experts who previously checked the examination paper.

63. The distribution of Unified State Examination papers among experts, the calculation of points for each task of the Unified State Examination paper with a detailed answer, as well as the determination of the need for a third check are carried out automatically, using specialized hardware and software tools of the RCIO.

The distribution of GVE examination papers and the calculation of the final scores of the GVE examination work are carried out by the chairman of the subject commission and recorded in a protocol, which is then transferred to the State Examination Committee.

64. RCPI and subject commissions work in premises that exclude the possibility of access to them by unauthorized persons and the dissemination of restricted information. The RCOP and subject commissions include:

c) officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education - by decision of the relevant authorities.

65. Immediately upon completion of processing and checking the Unified State Examination papers, the RCIO sends to the authorized organization the results of processing and checking the answers to the Unified State Examination papers.

After receiving the specified data from all subjects of the Russian Federation, the authorized organization ensures a centralized verification of Unified State Examination papers.

66. Centralized verification includes:

organization of interregional cross-check and, in cases established by this Procedure, re-check;

checking the answers of students and graduates of previous years to the tasks of the examination work with a choice of answers and with a short answer with the correct answers to these tasks;

determination of primary Unified State Exam scores (sum of points for correctly completed exam tasks);

transferring primary Unified State Exam scores to a 100-point assessment system.

By decision of Rosobrnadzor, the exchange of Unified State Examination papers is organized between the constituent entities of the Russian Federation (interregional cross-checking).

Organizational and technological support for interregional cross-checking of examination papers is carried out by the Regional Centers of Inspection of the relevant constituent entities of the Russian Federation with the assistance of an authorized organization.

The centralized check is completed no later than five working days from the date of receipt of the results of processing the Unified State Exam forms, as well as the results of checking the answers to the questions of the examination paper with a detailed answer and oral answers in foreign languages ​​from all subjects of the Russian Federation (with the exception of the centralized check of examination papers sent for recheck).

On behalf of Rosobrnadzor, subject commissions created by Rosobrnadzor recheck individual examination papers of students and graduates of previous years who took the Unified State Exam on the territory of the Russian Federation or abroad.

By decision of the executive body of the constituent entity of the Russian Federation, which carries out public administration in the field of education, subject commissions of the constituent entity of the Russian Federation conduct a recheck of individual examination papers of students and graduates of previous years who passed the State Examination on the territory of the constituent entity of the Russian Federation.

The results of the recheck are documented in protocols.

Upon completion of the centralized examination of the Unified State Examination papers, the authorized organization ensures the transfer of the Unified State Examination results to the RCIO.

VIII. Approval, modification and (or) cancellation of state examination results

67. Upon completion of the verification of examination papers of students and graduates of previous years, including receipt from the authorized organization of the results of a centralized verification of examination papers of the Unified State Examination, RCIO, the authorized organization transfers data on the results of the Unified State Examination to the relevant State Examination Committee, and the chairmen of subject commissions - data on the results of the State Examination every student and graduate of previous years.

The Chairman of the State Examination Committee reviews the results of the state examination for each academic subject and makes a decision on their approval, modification and (or) cancellation.

68. Approval of the results of the State Examination is carried out within one working day from the moment of receipt of the results of the centralized verification of Unified State Examination papers, the results of verification of the examination papers of the State Examination.

69. Based on the results of re-checking the examination papers of students and graduates of previous years, the chairman of the State Examination Committee makes a decision to maintain the results of the State Examination Test or to change the results of the State Examination Test according to the protocols for re-checking the examination papers of students and graduates of previous years. Students and graduates of previous years are given results only after re-checking.

Advertisement deadlines.

If the conflict commission has satisfied the appeal of a student or a graduate of previous years about disagreement with the assigned points, the chairman of the State Examination Committee makes a decision to change the GIA result in accordance with the protocols of the conflict commission.

71. If it is established that there has been a violation of the procedure for conducting the state examination by students, graduates of previous years or persons listed in paragraph 40 of this Procedure, or the absence (faulty condition) of video surveillance equipment, the chairman of the State Examination Committee makes a decision to cancel the results of the state examination in the relevant academic subject.

To make a decision on canceling the result of the State Examination in connection with a violation of the established procedure for its conduct, the State Examination Committee requests from authorized persons and organizations the necessary documents and information, including examination papers, information about persons present in the PPE, and other information on compliance with the procedure for conducting the State Examination, conducts an investigation into violations of the established procedure for conducting state inspection.

72. The decision to cancel the results of the Unified State Examination in the cases provided for by this Procedure is made within two working days from the moment the conflict commission makes the relevant decisions and the completion of the inspection organized by the chairman of the State Examination Committee.

73. After approval, the GIA results are transferred to organizations engaged in educational activities, as well as local government bodies that manage education, founders and foreign institutions to familiarize students and graduates of previous years with the GIA results they received.

Familiarization of students and graduates of previous years with the State Examination results they received in an academic subject is carried out no later than three working days from the date of their approval by the chairman of the State Examination Committee. By decision of the State Examination Committee, familiarization of students and graduates of previous years is carried out using information and communication technologies in accordance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

IX. Evaluation of State Examination Results

74. The results of the State Examination are considered satisfactory if the student in compulsory academic subjects, when passing the Unified State Exam, scored a number of points not lower than the minimum determined by Rosobrnadzor 30, and when passing the State Examination received marks not lower than satisfactory (three points).

If a student receives an unsatisfactory result in one of the compulsory subjects at the State Examination Examination, he is admitted again to the State Examination Examination in this subject in the current year in the forms established by this Procedure, in additional terms.

75. Students who have not passed the State Examination or received unsatisfactory results in the State Examination in more than one compulsory academic subject, or who have repeatedly received an unsatisfactory result in one of these subjects in the State Examination in additional terms, are given the right to pass the State Examination in the relevant academic subjects no earlier than a year later within the time limits and in the forms established by this Procedure. To pass the repeated State Examination, these persons are reinstated in the organization carrying out educational activities for the period necessary to pass the State Examination.

X. Reception and consideration of appeals

76. The conflict commission accepts written appeals from students and graduates of previous years about violation of the established procedure for conducting the State Examination in an academic subject and (or) about disagreement with the assigned scores to the conflict commission.

77. The conflict commission does not consider appeals on issues of the content and structure of assignments in academic subjects, as well as on issues related to violation by students or graduates of previous years of the requirements of this Procedure and incorrect execution of examination work.

78. When considering an appeal, verification of the facts stated in it is not carried out by persons who took part in the organization and (or) conduct of the relevant exam or who previously checked the examination work of the student or graduate of previous years who filed the appeal.

79. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including examination papers of the State Examination, Unified State Examination forms, KIM, information about the persons present at the PPE, and other information on compliance with the procedure for conducting the State Examination.

80. A student, a graduate of previous years and (or) his parents (legal representatives), if desired, are present during the consideration of the appeal.

When considering an appeal, the following are also present:

a) members of the State Electoral Commission - by decision of the chairman of the State Electoral Commission;

b) public observers accredited in the prescribed manner - optional;

c) officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education - by decision of the relevant authorities.

The appeal hearing is conducted in a calm and friendly atmosphere.

81. An appeal about a violation of the established procedure for conducting the State Examination (except for the cases established by paragraph 76 of this Procedure) is submitted by a student or a graduate of previous years to a member of the State Examination Committee on the day of the examination in the relevant academic subject, without leaving the PPE.

82. In order to verify the information contained in the appeal about violations of the procedure for conducting the State Examination, members of the State Examination Committee organize an inspection with the participation of organizers who are not involved in the classroom in which the student, a graduate of previous years, technical specialists and assistants, public observers, and security officers took the exam law enforcement, and medical workers. The results of the inspection are presented in the form of a conclusion. The appeal and the conclusion on the results of the inspection are transferred on the same day by members of the State Examination Committee to the conflict commission.

83. When considering an appeal about a violation of the established procedure for conducting state inspection, the conflict commission considers the appeal and the conclusion on the results of the inspection and makes one of the decisions:

dismissal of the appeal;

on the satisfaction of the appeal.

If the appeal is satisfied, the result of the State Examination, according to the procedure of which the student, graduate of previous years filed an appeal, is canceled and the student, graduate of previous years is given the opportunity to take the exam in the academic subject on a different day, provided for by the schedules of the Unified State Examination, State Examination.

84. An appeal about disagreement with the assigned scores is submitted within two working days from the date of announcement of the State Examination results in the relevant academic subject.

Students file an appeal of disagreement with the assigned scores to the organization carrying out educational activities, which they were admitted to the State Examination in accordance with the established procedure, graduates of previous years - by decision of the State Examination Committee in the PPE or the places in which they were registered to take the Unified State Exam.

By decision of the State Examination Committee, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to compliance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

Students and graduates of previous years are informed in advance about the time, place and procedure for considering appeals.

85. The head of the organization who accepted the appeal immediately transfers it to the conflict commission.

86. When considering an appeal about disagreement with the assigned points, the conflict commission requests from the RCIO, the subject commission, printed images of the examination work, electronic media containing files with digital audio recordings of the oral answers of a student, a graduate of previous years, copies of protocols for checking the examination work by the subject commission and KIM, texts , topics, assignments, tickets completed by the student, graduate of previous years, who filed the appeal.

The specified materials are presented to the student or graduate of previous years (if he participates in the consideration of the appeal). The student, a graduate of previous years, confirms in writing that he has been presented with images of the examination work he completed, files with a digital audio recording of his oral answer.

87. If controversial issues arise regarding the assessment of an examination paper, the conflict commission establishes the correctness of its assessment. For this purpose, experts in the relevant academic subject are involved in the consideration of the appeal.

If the experts do not give an unambiguous answer about the correctness of assessing the examination work of a student or a graduate of previous years, the conflict commission contacts the Commission for the Development of KIM for the relevant academic subject with a request for clarification on the content of KIM tasks (including tasks with a choice of answers or with a short answer ), according to evaluation criteria.

88. Based on the results of consideration of the appeal about disagreement with the assigned points, the conflict commission makes a decision to reject the appeal and maintain the assigned points or to uphold the appeal and change the points.

If errors are detected in the processing and (or) verification of the examination work of a student or a graduate of previous years, the conflict commission transfers the relevant information to the RCIO, the subject commission to recalculate the results of the State Examination Test. To recalculate the results of the Unified State Exam, the protocol of the conflict commission is sent to the authorized organization within two calendar days. The authorized organization transfers the results of the Unified State Exam, changed based on the results of the recalculation, to the RCIO, which within one calendar day submits them for further approval by the State Examination Committee.

89. The conflict commission considers an appeal about a violation of the established procedure for conducting the State Examination (except for the cases established by paragraph 76 of this Procedure) within two working days, and an appeal about disagreement with the awarded points - four working days from the date of its receipt by the conflict commission.
