Journal "Secretary Affairs" as a source

professional information

To be a professional in your field of activity, you must constantly improve your knowledge and skills. To date, there are many sources of obtaining the necessary information and channels for their transmission. However, the periodical and, in particular, the magazine as a means of mass communication, still occupies a leading position. This is due to a number of its specific properties, due to which the materials published in the journal become especially significant for specialists. Among them, the relevance and novelty of the subject, the originality of the knowledge enshrined in the publication, the completeness of the information provided, and most importantly, the speed of dissemination of professional information, which allow the specialist to keep abreast of not only the latest scientific achievements, but also practical experience. Such a periodical for most of the country's specialists involved in information and documentation support of the management sphere was the journal "Secretary Affairs". 1 His appearance was caused by the urgent need of the time. In the 90s, in connection with the development of market relations in the economy, a large number of commercial structures appeared, the leaders of which needed highly qualified assistant secretaries. The secretarial corps refers to the group of specialists that provides information and organizational services to the leadership of any organization or structural unit. The activities of the secretary are multifaceted, and the requirements for knowledge and skills of different categories of secretaries are determined by qualification characteristics. One of the directions of the secretary's work is information and documentary services related to the preparation of draft documents on the instructions of the head, the collection of information and the processing of materials for his reports and speeches, the printing and execution of documents. In addition, the secretary performs all the technological processes of working with documents from their receipt to transfer to archival storage. The most important duty of the secretary is documentless service, that is, assistance to the manager in organizing the working day and making the most efficient use of his time. Thus, the range of duties of secretaries is quite wide and requires high professionalism. In order to qualitatively fulfill the tasks set by the management, the secretary must have the appropriate education and constantly improve his knowledge, skills and abilities. It is this mission that the journal "Secretary Affairs" has been fulfilling since its publication. It enables its subscribers, including secretaries with higher and secondary specialized education, to navigate all the achievements of their chosen profession. The content index prepared for the 10th anniversary of the journal allows summing up the first results, summarizing the available material and formulating promising directions for the development of this publication. A multidimensional analysis of the array of published articles will help determine the role and place of the journal as a source of professional information. The publications of the journal will be considered according to several parameters: quantitative data, composition of authors, thematic and content orientation of articles, their species diversity. During the decade, 68 issues of the journal were published, of which 26 were quarterly and 42 were monthly issues. The total number of diverse publications by 382 authors amounted to 1190 titles during this period. From the very beginning, the journal began to be published by the teaching staff of the Russian State University for the Humanities. The key role was taken by the Department of Documentation of the Historical and Archival Institute of the Russian State Humanitarian University, headed by Professor Tatyana Vyacheslavovna Kuznetsova. This department had many years of experience in training personnel in the field of office work, including secretaries with higher education. Each issue featured articles by lecturers and post-graduate students from different faculties of the Russian State University for the Humanities. Statistical analysis of publications indicates that in the total volume of published materials, articles by the authors of this particular educational institution predominate. The leaders of publications were T.V. Kuznetsova (60 articles), E.M. Emysheva (60), S.L. Kuznetsov (51), O.V. Mosyagin (45), G.Yu. Maksimovich (32), V.I. Berestova (28), L.P. Afanasiev (26), G.A. Serov (25), G.A. Osichkina (23), E.M. Burova (21), E.V. Alekseeva (20), M.N. Kostomarov (20) and others. Over a dozen articles were written by such authors as M.I. Dodonova (18), E.A. Efimenko (18), N.V. Shatina (17), L.V. Sankina (15), A.I. Aleksentsev (14), L.A. Sysoeva (13), T.A. Bykova (12), T.I. Vladykina (12), I.A. Kossov (11), Yu.M. Kukarina (11), L.M. Vyalova (10). The journal was intellectually supported by scientists from VNIIDAD and the State University of Management - O.I. Ryskov (19), O.I. Mitchenko (10), A.N. Sokova (5), A.V. Pshenko (16), E.A. Stepanov (14), V.F. Yankovaya (11) and others. At the end of the 90s of the past and at the beginning of the new century, many higher and secondary specialized educational institutions of the country began to prepare and graduate document specialists and assistant secretaries. In this regard, the number of authors of the journal has increased significantly. Teachers, graduate students and graduates of universities, academies and institutes began to publish their works. Among the representatives of regional universities, L.R. Fionova, V.G. Pashchenko, O.I. Semyankov and I.V. Usmanova (Penza), A.I. Isachenkova and N.N. Podoplelova (Perm), T.N. Kolokoltsev and S.P. Kushneruk (Volgograd). The geography of the members of the journal's team of authors is represented not only by various universities and organizations in Moscow, but also by other cities of the Russian Federation: G.G. Aralbaeva, S.M. Druzhinina (Orenburg), A.V. Ermolaeva (Saratov), M.S. Slepnev and Yu.N. Smirnov (Samara), E.V. Karpycheva, O.G. Leontieva, E.A. Pigarkina (Tver), G.Sh. Mavlyutov (Tyumen) and many others. The study of the authors based on the output data of publications indicates that among them there are not only university teachers with academic degrees and titles. The editorial board of the journal actively involved leading scientists from academic and research institutes, representatives of state authorities and administration, heads and leading specialists of corporations, companies, firms and many other organizations for cooperation. This made it possible to successfully disclose in the journal the theoretical aspects of management as a special field of activity and the experience of their practical implementation. The publishing house and the editorial board of the journal, having determined the thematic focus of their periodical publication, expanded the boundaries of the concept of "secretary". This word was understood as an official responsible for organizing the work of a particular team or organizational structure. The versatility of this concept is also due to the fact that there are honorary positions of scientific secretaries of universities and departments of the Academy of Sciences, general secretaries of parties, the United Nations, etc. The versatility of secretarial activity was taken into account when forming the general content of the journal. The subject of the journal, the formation of its headings were determined primarily by the requirements that apply to the secretary as a specialist. Starting from the fourth issue for 1999, such headings as "Profession - Secretary", "Organization of the work of a secretary", "Working with documents", "Computer technologies", "Information security", "Etiquette", "Psychology of communication" appear in the contents of the journal. ”, “Education”, “Archival business”, “Government agencies”, “From history”. Since the end of 2001, the heading “Personnel Management” magazine, “Labor Law” magazine has been introduced. Since the journal has become a monthly publication since 2003, the number of published articles is increasing, and in connection with this, new sections appear. If earlier the annual volume of published articles varied from 80 to 92, then since 2003 it has become 210-220 titles. The increase in the periodicity of the journal affected not only the quantity, but also the subject of the publication, its relevance. New and original headings appear: “Regulatory and legal framework”, “New in legislation”, “History of the profession”, “Secretary fate”, “Documentation”, “Secretary's work”, “Internet for the secretary” and others. The materials presented in the listed headings help secretaries to comprehend all the facets of their profession, form professional thinking and consciousness in order to correspond to the status of a modern specialist in this field. Articles published in the sections “History of the profession” and “Secretary fates” made it possible to reveal the main stages in the development of this profession, to present the appearance of people and the direction of their work in different historical eras and in different positions. The publications of T.I. Poretskaya, which provided readers of the magazine with invaluable information about people who, by the will of fate, became secretaries of Russian emperors, statesmen, scientists, writers and other celebrities. This is truly a research work, which allowed bit by bit to collect factual material, generalize it and recreate portraits of outstanding secretaries. Articles by T.I. Poretskaya in many ways contributed to the formation of the image of the secretarial profession and were a kind of bridge thrown from the past to the present. The organizers of the magazine sought not only to show the specifics of the profession of a secretary, but also to reveal all areas of his work in different areas of activity. Guided by the qualification characteristics of the secretary, which outlines the requirements for his knowledge, skills and abilities, the editorial board introduces special headings "Regulatory legal acts" and "New in legislation". Articles by editor-in-chief T.V. Kuznetsova, published in these sections, allowed the secretaries and all subscribers of the journal to receive up-to-date information about the system of legislation related to the documentation of management activities, as well as learn about all the changes in its regulatory and methodological regulation. Working with documents occupies the bulk of the secretary's working time, so the journal paid much attention to the issues of documenting and working with documents. For this purpose, similar headings were introduced (“Documentation”, “Drawing up documents”, “Working with documents”). The authors of the articles introduced the users of the journal to the theoretical foundations of the functioning of a management document, i.e. with its functions, properties, ways and means of documentation, details and rules for their design. The documentation systems available in organizations were considered in detail, not only the unified ORD system, but also specific groups of documents. A number of authors specializing in documentary linguistics (E.N. Basovskaya, E.V. Belokurova, G.V. Leonova, O.I. Semyankova, V.F. Yankovaya and others) helped to understand the linguistic subtleties and nuances writing texts of various documents. Thanks to this information, the secretaries got the opportunity to navigate the specific structure of the documentation, learn more about the features of working with it. Throughout the years, the journal has published materials on the organization and technology of working with documents both in traditional and automated modes. The issues of receiving and primary processing of documents, registration, control, procedures for preparing them for archival storage were disclosed in detail. Many articles are devoted to the organization of the current storage of documents in institutions, the methodology for preparing the nomenclature of cases and the formation of cases. All these topics were important in improving the professional activities of secretaries. It should be noted that the authors of individual articles (L.M. Vyalova, A.Yu. Konkova, A.L. Reichtsaum, T.V. Vinogradova) provided comparative materials that allow you to get an idea of the domestic traditions of organizing office work in the pre-revolutionary and Soviet periods . This is how the picture of the state of documentary support for the activities of institutions in different periods of national history was formed. Archival activity is closely connected with office work. Already from the first issues of the journal, the leading specialists of the Department of Archival Science and Archaeography E.V. Alekseeva, L.P. Afanasiev, E.M. Burova, G.A. Osichkin introduced readers to the archival aspects of office work. They managed to reveal all aspects of this field of activity, including the formation of the archive fund, its use, as well as the informatization of the archive industry. The modern activity of a secretary is unthinkable without the use of computer technology. In the last decade, computer technology has been rapidly updated, and the possibilities of using automated technologies in office work of organizations are constantly expanding. This topical topic was given attention in the magazine from the first issues. The bibliographic records placed in the 6th section of the index "Computer Technologies in the Preschool Educational Establishment" clearly show how the focus of the articles has changed dynamically. The secretaries were introduced not only to the capabilities of PC software and the use of a computer in their work, but also taught to solve problems in the selection and implementation of corporate systems for automating work with documents. Their professional knowledge and skills were generously shared by such specialists as S.L. Kuznetsov, G.Yu. Maksimovich, V.I. Berestova, G.A. Serova, L.A. Sysoeva and many others. In an accessible and visual way, they helped the entire readership of the magazine to master the capabilities of a computer in compiling and processing documents, to show the advantages of electronic document management and modern information technologies for storing, searching and transmitting information, including Internet technologies. Of particular interest was the heading "Information Protection". Professor A.A. Aleksentsev and Associate Professor of the State University of Management E.A. Stepanov in their publications revealed the whole range of issues related to the types of secrets and confidential information, the specifics of working with restricted documents. The authors outlined the theoretical, practical and methodological aspects of ensuring the security of information resources of various organizational structures, the directions and methods of working with personnel with confidential information, the capabilities and features of various technological systems and methods for processing and storing confidential documents. The organizational activity of the secretary involves not only conducting telephone conversations, but also receiving visitors, assisting the head in organizing meetings, negotiations, business trips, meetings with foreign partners, etc. This area of work should be based on knowledge of the basics of the psychology of communication with people and business etiquette. The editorial board of the journal introduces these two headings, and they make the publication even more attractive and versatile. The authors of the rubric "Psychology of communication" E.N. Kiryanova, N.A. Litvintseva, N.F. Lukyanova, M.I. Stankin and others reveal the psychological types of people, the causes of conflicts, behavior patterns and rules of communication in conflict situations. Secretaries are offered tests for psychological insight, stress resistance, ways to relieve stress, and are given advice on communicating with people of different temperaments. The publications of psychologists and other specialists contain valuable information and make it possible to increase the role of the secretary in maintaining normal conditions for the work of the head. The heading "Business etiquette" also changed from year to year. If in the first years of the journal publication in this section articles were published that revealed the principles of etiquette, the relationship between the head and the secretary, the features of telephone etiquette, then later, along with domestic traditions of business etiquette, a lot of materials about communication with foreign partners are published. Honored Worker of Culture of the Russian Federation A.S. Loginova, teachers of the Department of Documentation of the Russian State Humanitarian University E.M. Emysheva and O.V. Mosyagina, Associate Professor of Moscow State Educational Institution R.N. Moseev and other authors in their publications reveal the traditions and features of Russian business communication, the national character and business culture of communication between representatives of foreign countries. A review of thematic headings shows that almost all content blocks that make up the competence of a modern secretary were considered on the pages of the journal with varying degrees of completeness. The materials of this index give a fairly complete picture in this regard. For secretaries, articles were published on the issues of information and technical support for management, archival aspects in office work. They were introduced to the areas of activity of state authorities and administration, experience in working with documents in specific organizations. The great merit of the editorial board was the publication of materials under the heading "Foreign experience". Only in the journal "Secretary Affairs" specialists in the field of preschool educational institutions could get acquainted with articles that covered the issues of legal regulation of the processes of documenting and organizing work with documents in various foreign countries. Thanks to the dissertation research of young scientists Yu.M. Kukarina, L.N. Varlamova, L.M. Morozovskaya, O.I. Ryskov, interesting works appeared on the pages of the journal, devoted to the electronic document and electronic document management, activities of national organizations to create a document management system in Europe and Asia, the USA, Canada and Australia. Articles by VNIIDAD specialists O.I. Ryskova and O.Yu. Mitchenko allowed readers to get acquainted with the ISO 9000 series standards in the field of information and documentation, with the requirements of an international organization for the composition of documentation and documenting the processes of a quality management system. The organizers of the journal "Secretary Affairs" made permanent the participation of other journals in the work of their periodical. This is how columns appeared in which the materials of the guests of the magazines Labor Law, Personnel Management, Housing Law, and Criminal Law were published. A variety of journal genres, and these are articles, interviews, comments of specialists, allows, along with others, to use a dialogue form of communication. Leading scientists and practitioners in the field of jurisprudence speak on the pages of the magazine, who shape the legal culture of secretaries, helping them to better master the norms of legislation on issues that most often arise in their professional activities. Statistical analysis showed that the magazine contained 44 interviews with figures of various levels - from governors and political party leaders to heads of major domestic and foreign companies and secretaries of small firms. The guests of the magazine "Secretary Business" and "Personnel Management" reflected on the problems of politics and economics, focusing on the issues of management, business, human resource management, professional education of modern specialists. The opinions of authoritative people from various fields of activity allow the secretaries to expand their knowledge and understanding of a whole range of issues of the country's socio-economic development. The scope of this article does not allow a full review of all the materials published in the journal during this period. The team of authors of the first professional periodical purposefully carried out its activities to form the personality of a new type of secretary. The information array of the journal can be compared with a guide to the profession, without which no specialist in the field of document management can do. The magazine acted as a kind of textbook for various categories of secretaries, teachers of educational institutions and students. Articles under the heading "Education" helped to improve their skills. Everyone used these materials either for the purpose of self-education, or for the development of lecture courses and methodological support for practical exercises. The journal successfully combined different types of articles. Among them are publications with elements of theoretical and historical knowledge, methodological and production-practical nature. The pages of the magazine reflected the work experience, consultations, and practical advice of specialists. The journal informed about scientific and practical conferences, organized competitions for secretaries, introduced subscribers to the latest literature and digests of specialized journals. The section "Reference Information" reported on the news in the cultural life of the country, on interesting facts and events. The "Editor's Column" contained information about new phenomena in the development of the journal, drew the attention of subscribers to individual articles. All publications were aimed at the comprehensive development of the secretary's personality as the main consumer of professional information. At the same time, part of the materials was also addressed to the managerial staff, which contributed to the establishment of mutual understanding between managers and secretaries, and their more successful joint work. Summing up the results of the ten-year edition of the journal, it should be noted a number of trends that can be traced in the analysis of the bibliographic array of the content index. One of them is the inclusion of specialists in related fields of knowledge and practice into the authorship. Historians, lawyers, economists, philologists, linguists, psychologists, library specialists, medical workers, as well as a large group of university teachers with academic degrees and titles in the field of humanities and technical sciences spoke on the pages of the journal. The integrative beginnings in the subject of the journal and the content of the articles allowed it to acquire its own look and originality. Another trend was manifested in the fact that teachers of educational institutions and practitioners from many regions of Russia joined in the formation of the journal's subject matter. Their publications have enriched the content of the journal and made it possible to make available to the general public the regional experience in working with documents and training secretaries. It should also be noted that, thanks to the index of the content and systematization of the journal's publications, it was possible to fix the appropriate level of development of scientific thought in the field of management documentation and practical activities in the field of documentary management of the late XX - early XXI centuries. Determining the further prospects for its development, the organizers of "Secretary Affairs" must take into account the fact that the journal has been published for several years in the conditions of the parallel existence of other, no less interesting periodicals: "Secretary-Referent", "Handbook of the Secretary and Office Manager", "Documentary and document flow in the enterprise. The competitive situation should stimulate the activities of the editorial board in the search for new forms of reflection of professional knowledge. From our point of view, both domestic and foreign experience in all areas of interest to secretaries should be more widely disclosed. Under the conditions of administrative reform, the functions of federal, regional and local authorities and administrations have changed, so there is a need for a new understanding and characterization of their activities. The emergence of new national GOSTs in the field of standardization and information technology obliges practitioners to understand their system. At the same time, it is necessary to update the content of traditional journal headings. Time moves inexorably forward, not only new technologies appear, but also the management sphere itself and its information support are changing. The Sekretarskoe Delo magazine should continue to fulfill its mission and be an indispensable source of professional information for its subscribers. He has the potential to do so. A.I. Isachenkova

YOU ASKED...

The publication of the magazine "Secretary business" was conceived five years ago and in 1996 the subscription to the magazine was announced for the first time. During the first half of 1996, subscribers received the book "Referent Secretary" written by a team of authors, and from the second half of the year the journal itself began to appear quarterly.
Five years is still a small anniversary, but it gives rise to the first analysis and the first results.
    Why did the magazine appear?
Its appearance is connected with the need of time. More recently, the little-popular and low-paid profession of a secretary has now become one of the most prestigious in our country. It is in constant demand on the labor market, and high salaries have brought people with higher education from various fields of activity: teachers, translators, engineers, etc. into secretaries.
A sharp change in attitudes towards the profession of a secretary occurred in connection with fundamental changes in the economy. The head of any organization, firm, enterprise has to constantly make decisions, the timeliness and correctness of which determine the existence and well-being of the company in a highly competitive environment. And any leader more than ever needs an assistant - a secretary-referent who takes care of his organizational and informational services, frees him from waste of time and knows how to maintain the high authority of the leader.
The secretary connects the head with the outside world and the company's employees, organizes the reception of visitors, telephone conversations, meetings, receives, processes, reports information and documents on time, draws up, stores and presents them on demand. A highly qualified secretary-referent is also entrusted with the preparation of documents. In a small organization (firm), the secretary is responsible for all organizational and office work. A secretary is needed in any company and organization. In large organizations, there should be a secretary in each division, department, department.
Today, secretaries-referents are trained by higher and secondary educational institutions. A large number of secretarial training courses have also appeared with various terms of study on the basis of higher or secondary education.
One of the prerequisites for successful work in the 21st century is high professionalism. To be a professional in any field of activity, you must constantly improve your knowledge and skills. However, the literature on secretarial issues becomes obsolete very quickly, and there are very few truly serious good books. Periodically published magazine makes it possible to keep abreast of the latest achievements in the field of the chosen profession.
To date, the magazine "Secretary Business" is essentially the only highly professional magazine for secretaries of any level.
    Who prepares the magazine?
The magazine is mainly prepared by Muscovites. Authors from other regions, despite the constant invitations from the editors, are still very rarely connected, and if this happens, their materials immediately go to publication. For example, two articles by a teacher - a philologist of Lyceum No. 15 of the city of Perm A.G. Menshikova, about the culture of speech, are very interesting, including during telephone conversations Menshikov A.G. The culture of speech in the work of the secretary-referent. How to reach it? // Secretarial business, 1998, No. 4 and Menshikova A.G. Management of the interlocutor by phone. Is it that simple? // Secretarial business, 1999, No. 4 ..
The main team of authors consists of teachers from two Moscow universities: the Historical and Archival Institute of the Russian State University for the Humanities (RSUH) and the State University of Management (GUU).
This is explained by the fact that it was at the Moscow State Historical and Archival Institute 40 years ago (in September 1960) that the training of specialists with higher education in documentary support for management began for the first time. In 1987, the Yekaterinburg (former Sverdlovsk) State University and the Moscow University of Management named after V.I. S. Ordzhonikidze (now - State University of Management). And only in the second half of the 1990s. clerical departments are being opened in other cities across the country. By the end of 2000, about 40 higher education institutions are already training specialists in documentary support for management. Thus, to date, the greatest experience in teaching disciplines that allow the formation of professional knowledge of secretaries has been accumulated at the Historical and Archival Institute of the Russian State Humanitarian University and the State University of Management. That is why most of the articles are written by teachers and graduate students of these universities. The journal is constantly prepared by several departments of the Russian State University for the Humanities: Documentation; Archiving and archaeography; History of state institutions and public organizations; organizational development; Information and computing systems; Department of the Faculty of Information Security. The journal is attended by lecturers and graduate students of the Department of Documentation and Documentation Management of the State University of Management. In addition, the authors of the articles in the journal are specialists from the country's only research institute for documentation and archiving - VNIIDAD Rosarkhiv. Therefore, we can confidently say that the best scientific forces of the country are involved in the preparation and publication of this journal.
How is the content of the journal, the subject of articles formed?
Since the journal is called “Secretary Business” and, as its name suggests, is dedicated to the work of a secretary, its content, headings and articles are based on the requirements for a secretary from the qualifications compiled and approved by the Russian Ministry of Labor. They list the job responsibilities of secretaries, what they should know and be able to do. (A special article by T.V. Kuznetsova was devoted to these job characteristics. New qualification characteristics of secretaries // Secretarial business, 1999, No. 3.).
But it must immediately be pointed out that the magazine interprets the concept of a secretary much more broadly than is done in official job descriptions.
The concept of "secretary" is quite complex and has many gradations - from secretary-assistant to the head, secretary-referent, scientific secretary, secretary of the board, secretary of the institution, secretary of the structural unit to the technical secretary. Hence the wide variety of their activities, a set of duties and rights, various requirements for education, professional skills - from a specialist with a higher education and an academic degree to yesterday's school graduate who graduated from secretarial courses. The content of the work, the ratio of creative and technical operations are also different for them.
Today, most often, assistant secretaries and secretaries with higher or secondary specialized education, who know a foreign language, work on a computer, and have a certain work experience are required.
The magazine is primarily designed for secretaries who want to work professionally. Therefore, it has been repeatedly published and will probably be published more than once about the high position of the secretary in the management structure, the requirements for him, about job descriptions - the main organizational and legal document that determines his rights, position in the organization, the nature of the work Kuznetsova T.V. The place and importance of the secretary in the management structure // Secretarial business, 1998, No. 2; Sankina L.V. Modern requirements for the profession of a secretary // Secretarial business, 2000, No. 3; Kuznetsova T.V. How to write a job description for a secretary // Secretarial business, 1999, No. 1, etc..
Conventionally, the work of any secretary can be divided intotwo parts:
    work with documents (information and documentation service);
organizational work (commonly referred to as paperless service in the literature). This type of activity usually includes organizing meetings, receiving visitors, telephone conversations, business trips, etc.
Working with documents takes up most of the secretary's working time, which is why so much attention is paid to documenting issues in the journal, that is, compiling and processing documents and working with them. Articles on these issues can be found in any issue of the journal. They are devoted both to the general requirements for the execution of documents Kuznetsova T.V., Banasyukevich V.D.
